Contract Specialist This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; a quote is
being requested and a written solicitation will not be issued.
Solicitation N61339-99-T-0065 is issued as a request for quote and
incorporates the provisions and clauses in effect through Federal
Acquisition Circular 97-12. The solicitation shall be awarded on a sole
source basis to Sperry-Marine Systems, Charlottesville, Va. The SIC
Code for this solicitation is 7371 with a size standard of $18.0M. The
following items are required: CLIN 0001, Sperry Marine VISION 2100M
Integrated Bridge System (IBS) with VISION 2100 Voyage Management
System (VMS) software and software license, including executable and
source code and documentation. CLIN 0002, design services required for
integration of the software into Device 20B6D Bridge/CIC trainer. The
following Statement of Work applies: 1.0 SCOPE. This statement of work
(SOW) establishes the requirements for the delivery of the Sperry
Marine Systems IBS with associated software to the In Service
Engineering Office (ISEO) at Saufley Field, Pensacola Florida. 2.0
APPLICABLE DOCUMENTS. None. 3.0 REQUIREMENTS. The contractor shall
provide all necessary personnel, to assist in the design and
development of necessary hardware and software interfaces to allow the
IBS to be integrated into one bridge of the 20B6D. 3.1 Hardware and
software integration. The contractor shall provide non-personal
computer hardware and software integration engineering services to
support the Device 20B6D IBS integration effort. These services shall
include support for the integration of the IBS with the host computer
software, the Visual System Image Generator (ONYX RE2), and the
Instructor Operator Station. 3.2 Software and documentation. The
contractor shall provide the source, object, and executable code and
accompanying documentation and licenses sufficient to modify,
recompile, build and execute the IBS software for interface/integration
to the Device 20B6D. 3.3 Engineering Technical Services. The contractor
shall provide non-personal technical services to support the IBS
integration with Device 20B6D. These services shall include on-site and
telephone technical support for analysis and solutions of engineering
problems, to include troubleshooting, debugging, data analysis,
researching and problem solving. 4.0 Delivery schedule. The engineering
technical services described herein shall be delivered at mutually
agreeable times. It is anticipated that 3 meetings of 3 days each at
ISEO Pensacola shall be required. Technical services shall be required
through September 2000. 5.0 Inspection and acceptance. The
non-personal technical support services described herein will be
monitored, inspected, and accepted by the Procuring Contracting Officer
or his duly authorized representative at the place of performance.
<END OF SOW> Delivery shall be made no later than 30 September
2000 to NAWCTSD ISEO Pensacola FL 32509-5242; acceptance shall be made
at destination upon delivery. Delivery shall be made FOB Destination.
The following FAR/DFARS provisions and clauses apply to this
acquisition: 52.212-1, 52.212-3, 52.212-4, 52.212-5, 252.2121-7001. The
following subparagraphs of FAR 52.212-5(b) apply: (6), (7), (8), (9),

following clauses of DFARS 52.212-7001(b) and (c) apply: 252.225-7001,
252.225-7021, 252.225-7036, A completed copy of the following must be
included with the quote: FAR 52.212-3, DFARS 252.212-7000 and DFARS
252.225-7000, 252.225-7006 The following clauses also apply: DFARS
252.204-7004, "Required Central Contractor Registration," FAR 52.227-19
"Commercial Computer Software -- Restricted Rights" and 5252.246-9503
YEAR 2000 COMPLIANCE (MAR 1999) (a) The contractor shall ensure that
all information technology, which will be required to perform date/time
processing involving dates subsequent to December 31, 1999, shall be
Year 2000 compliant. (b) Describe existing information that will be
used with the information technology to be acquired and identify
whether the existing information is Year 2000 compliant. (c) "Year 2000
compliant" means, with respect to information technology, that the
information technology accurately processes date/time data (including
but not limited to, calculating, comparing and sequencing) from, into,
and between the twentieth and twenty-first centuries, and the years
1999 and 2000 and leap year calculations, to the extent that other
information technology used in combination with the information
technology being acquired, properly exchanges date/time data with it.
(d) Failures resulting from Government Furnished equipment that is not
Year 2000 compliant are not covered under this clause. (End of clause)
