Branch, Fort Sam Houston, has a requirement for child care information
and referral services for 1 October 99 thru 30 September 00.
Performance Work Statement. 1. General. 1.1. The contractor shall
provide information and referral services designed to promote child
care placements for children whose parents are eligible to use Fort Sam
Houston, Fort Detrick, Fitzsimons and Walter Reed Child Development
Services (CDS) but for whom space is currently unavailable. Payments
under this purchase order will be based on actual child care placement
s not the number of referrals provided to clients. 1.2. Clients who
are eligible to receive services from the contractor under this order
must have first registered with the local installation CDS central
registration office. If appropriate space is currently unavailable, the
CDS central registration office will provide the client with an
application form to complete in order to receive services under this
order. The CDS will furnish the completed application form to the
contractor either by fax, mail, or hand delivery. The contractor shall
fax the referral lists back to the CDS within 24 hours (excluding
weekends and holidays, exceptions on a case by case basis) for
distribution to the client. 1.3. Based on information provided
information on the application form, the contractor shall provide
individualized referrals to vacant slots with child care providers
which meet the client's stated requirements. Priority will be given to
informing parents of vacancies in National Association for the
Education of Young Children (NAEYC) accredited child care centers and
Nation Association for Family Child Care (NAFCC) Code of Excellence
Accredited Family Child Care Homes. In order to provide parents with as
many choices as possible, referrals shall also be provided to vacancies
in licensed centers and registered homes. Because the purpose of this
purchase order is to facilitate child care placements in community
programs, payments to the contractor will be based on actual placement
and the contractor shall provide multiple referrals to the client, if
necessary, until the client selects a child care provider and enrolls
their children with that program. 1.4. Contractor shall not include in
the referral any center or home which is currently on probation, under
corrective action or under evaluation by the state or local licensing
programs for child care providers. 1.5 Contractor services shall be
available under this order during normal working hours 8:00 am to 5:00
pm Monday thru Friday, excluding federal holidays. 1.6. Contractor
Qualifications. The contractor must have an established record of
providing community child care information and referral services in the
local area for at least 3 years. The contractor must be a member of the
National Association of Child Resources and Referral Agencies
(NACCRRA). 2. Definitions/Acronyms. 2.1. Definitions Accreditation --
a nationally recognized voluntary system of standards and measures
designed to ensurea higher level of quality in child care centers
(NAEYC's NAECP) and homes (the NEFCC Code of Excellence). All
centers/homes programs must be currently accredited to be referred
under this order. Contracting Officer -- A person with the authority to
enter into, administer, and/or terminate contracts and make finding and
determinations on behalf of the government. Contracting Officer's
Representative -- A government employee selected and designated in
writing by the contracting officer to act as his or her authorized
representative in administering a contract. Licensing -- the legal
process by which child care centers meet state requirements based on a
published list of minimum standards. All centers must have current
licensure to be referred under this order must have current licensure.
Registration -- in some states child care homes may be required by
state law to be registered rather than licensed. All homes in Texas or
any other state which requires registration in lieu of licensing must
be currently registered to be referred under this order. 2.2.
Acronyms. CDC child Development Center (Army), CDS Child Development
Services (U.S. Army), COR Contracting Officer's Representative, DOD
Department of Defense, FCC Family Child Care (Army), FSH Fort Sam
Houston, MEDCOM Medical Command, NACCRRA National Association of Child
Care Resource and Referral Agencies, NAEYC National Association for
the Education of Young Children, NAFCC National Association for Family
Child Care, NAECP National Academy of Early Childhood Programs, NCCS
Nonavailability of Child Care Statement. 3. Government Furnished
Supplies/Equipment -- None. 4. Contractor furnished supplies/equipment
-- The contractor shall furnish all equipment and supplies necessary
to fulfill all the requirements of this purchase order. 5. Specific
Tasks: 5.1 The contractor shall provide services under this purchase
order for clients who present the contractor with an application from
FSH CSD, Fort Detrick CDS, Fitzsimons CDS or Walter Reed Army Medical
Center CDS. 5.2 The contractor shall maintain an up-to-date database on
child care options within a 10 mile radius of the installation listed
in 5.1. 5.3 The installation CDS will obtain detailed information from
the client to determine individual needs and preferences i.e, age of
child(ren), hours care is needed, location, type of care preferred,
telephone number for follow-up purposes and provide this information to
the contractor. 5.4. The contractor shall provide referrals which meet
the client's stated requirements. Referrals shall identify accredited
child care centers and family child care homes, first, whenever
suitable vacancies are available in these programs. 5.5 The contractor
shall provide the client with literature and information explaining
the NAEYC's NAECP accreditation program, state licensing and state
registration systems for centers and homes. 5.6. The contractor shall
provide multiple referrals list, if necessary, until the client selects
a child care provider and enrolls their child(ren) with that program.
5.7. The contractor shall provide a minimum of five referrals to child
care centers and family care homes. Referrals shall be to providers
with current vacancies for the type of service the client requires
within a reasonable commuting distance from the client's home or work
address and to the greatest extent possible will be affordable to the
client based on total family income. 5.8 Within ten working days of
providing the referral list, the contractor shall contact the parent by
telephone to document which provider was selected and to initiate
another referral list if one is needed. 5.9 Submit a list of patrons
who found care under this contract with their phone numbers and the
name of the center or home they selected with each monthly invoice to

prepared IAW the format in FAR 12.6 as supplemented with additional
