synopsis/solicitation for commercial items, prepared in accordance with
the format in FAR subpart 12.6 as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The solicitation number
NHLBI-PS-99-502, and is issued as on Request For Quotation (RFQ). This
solicitation includes all applicable provisions and clauses in effect
through the Federal Acquisition Circular 97-12. This requirement is a
Small Business set aside. The Standard Industrial Classification (SIC)
code is 7371, Size Standard $18.0 million. The item to be acquired is
one (1) each Public Affairs and Government Relations Software package
(PRoffice for windows and GRpro for windows) manufactured by Capitol
Hill Software for the National Institute on Drug Abuse (NIDA). This
software package must provide comprehensive reporting capabilities on
the data for Media, Legislative, and Clipping activities such as
queries, reports, and lists. It should include at least 110 distinct
management reports such as staffer call-ins, responses to elected
officials, clipping analysis media profiles, Press Inquiry Center for
fact database, logging, forwarding, and replying to press calls,
capability of full text searching of news clips and history, two open
databases, for individuals and organizations for management of
non-media based relationships as well as NIDA's officials and contacts,
provide information on legislators, staff, committee assignments on a
real time basis via electronic updating, etc. 3rd party source is not
acceptable. The management system must include a built-in import
utility to read in non-media contacts. The software must be designed to
be a complete enterprise wide solution and to incorporate many users
through LAN access. The contractor must have an internal research team
which does the data collection and verification of information
providing more accurate and timely information updates and shall
provide a comprehensive National media directory which shall be updated
weekly including pitching profiles and editorial calendars. The Data
updates must be able to incorporate data feedback and new contacts from
clients using the program, the contractor then must update those
contacts from there on out for NIDA. The software shall be able to
perform exclusive DigiClips scanning service for customers for clipping
archives to be transferred into the system and linked back to the
journalist who wrote the articles, exclusive E-Clips option of
electronic gateways to bring in news clips from external news sources,
exclusive Publicast option of broadcast fax and e-mail services which
should be fully integrated with the product. The contractor must
guaranteed a real person assistance for technical support answers on
every incoming call, voicemail is not acceptable. Complete on-site
implementation and training service must be provided by the contractor.
Annual service plan on all upgrades of the software product must be
available. The Contractor representative must contact the NIDA
technical support team to ensure the customer satisfaction with the
product and service. The PRroffice for windows shall include the
following: Manage clippings, Ability to search, sort, view and print
clippings in a few keystrokes; Link clippings to journalists and media
outlets; Automatically group clippings by key words, including text or
key topics; Create quick distribution summaries and exposure reports.
Scan or Import Clippings, Scan in clippings with standard office
scanning equipment, Instantly create a searchable text document in a
word processing format, Instantly create and view an image of
clippings, Import clipings from any online or electronic clipping
service such as Luce On-Line, Ewatch, Lexis-Nexis E-Clips, NewsEdge,
service on scanning the customer hard copy clips by keying appropriate
information and electronically download the clippings into the
customer system. Manage Media Contacts, record conversation notes,
press release activity and history events in media contact records;
search, sort, and compile targeted lists of media contacts using any of
the data fields; comprehensive, National media directory with weekly
updates; import any database or directory provided in standard database
format; create one master press list from all the customer lists and
directories for easy list selection and distribution; target media
contacts by congressional or state districts; retrieve clippings
records for journalists and/or media outlets. Press Inquiry Management,
capture conversation notes and create log of press inquiries; access
corporate fact file of releases, figures and executive profiles,
allowing for easy e-mail forwarding; track and relate conversations
with the customer press contacts to printed articles. Report
Generation: in addition to pre-defined reports, "ad-hoc" report writer
shall be included; ability to print, preview and e-mail reports;
export reports to other popular spreadsheet and word processing
programs; created and distribute clipping summaries and reports via
fax, e-mail or mail. Correspondence Generator: use of sophisticated
filters to create targeted media lists; connect directly to PR Newswire
or U.S. Newswire for wire distribution of releases; direct connection
to broadcast fax services and bulk e-mail distribution; create
individual or mass mailing lists and letters; create fax and e-mail
lists for distribution of letters and reports; ability to
electronically store press releases and delivery information. Event
Management: track appointments, schedule releases and press events,
built in event tickler & visual event calendar, time and project
accounting. The GRpro for windows shall include the following:
Legislature Information: Federal and/or State Legislators with
Committee and Sub-Committee assignments; capitol addresses and up to
three district addresses shall be kept for each legislator; detailed
biographical information on each congressional legislator;
congressional staff directorywith contact phone numbers; maintain
detailed history of meetings, communications and events; track
contributions made to legislators; quick & easy communication with
members or staff via fax, mail and e-mail. Contact Management: Manage
employees, facilities, key contacts and members; create links to State
and Federal Legislators using either 5 or 9 digit zip code matching;
fax legislation updates to the customer contacts in a few keystrokes;
import directly from the customer membership or employee databases
including name, address, and more about the customer contacts with up
to 16 User Definable Fields; store survey results and special interest
profiles. Legislation Management: download bill sponsorship,
co-sponsorship and vote information for Legislation on a daily basis;
send targeted letters based on sponsorship status and voting records to
grassroots members; print customized legislation and vote analysis
reports for distribution to the customer contacts. Report Writer:
Flexible reporting features must allow the user to quickly access
information on any of the fields stored in GRpro; sort, arrange and
select data based on user selected criteria; view reports on screen,
send them to a printer, via e-mail and/or file format. Letter and Label
Generator: Quick create targeted letters to Legislators, Comities,
Grassroots contacts -- any user defined criteria; broadcast fax
generation from within the software selecting the customer targeted
contacts; use standard mail merge programs to create customized
letters; print labels for quick mailings. Special Features: on site
installation and training; electronic data updates and system access
with a click of the mouse button; built-in communication gateway for
quick and easy fax broadcasts; media contact file of at least 1,000
National publications; technical support access -- over 90% of all
calls must be solved during the initial conversation, all calls made
during business hours (Monday thru Friday from 8:00 A.M. through 5:00
P.M.) must be able to speak to a technical representative; special
needs must be scheduled Outside business hours. The customer account
executive which will be the personal contact with the contractor will
schedule training and updates on new product features or enhancements.
The Government's desired delivery and acceptance schedule is seven (7)
calendar days from the contract award date. The provisions of FAR
Clause 52.212-1, Instructions to offerors -- Commercial Items, applies
to this acquisition. The provisions of FAR Clause 52.212-2, Evaluation
-- Commercial Items is applicable to this acquisition. Award will be
made based on lowest price, time for delivery of the product,
convincing written warranty that the product offered is the same or
identical to the product described in this acquisition and that is
technically acceptable offer meeting the government's specifications.
The Offeror must include a completed copy of the provision of FAR
Clause 52.212-3, Offeror Representations and Certifications --
Commercial Items with its offer. The provisions of FAR Clause 52.212-4,
Contract Terms and Conditions -- Commercial Items, applies to this
acquisition. The offeror must provide three (3) copies of the proposal,
descriptive literature inclusive of detailed specifications as part of
the quotation, warranty and total U.S. dollar amount. FAR Clause
52.212-5, Contract Terms and Conditions Required to implement Statutes
or executive Orders -- Commercial Items -- Deviation for Simplified
Acquisitions, applies to this acquisition. Interested vendors capable
of furnishing the government with the product specified in this
synopsis should submit a quotation to the below address. The quotation
must reference "Request for Quotation" number NHLBI-PS-99-502.
Quotations will be due fifteen (15) calendar days from the publication
date of this synopsis by 3:00 p.m. E. T. All responsible sources may
submit a quotation, which if timely received, shall be considered by
the agency. Quotations must be submitted in writing to the National
