Synopsis MNK-99-039 to provide Advisory and Assistance Services (A&AS)
for AFRL/MNGG, posted in CBDNET 3 Aug 99, with printed issue date of
5 Aug 99, is hereby modified. Contract performance will include support
in the areas of phenomenological modeling, advanced
hardware-in-the-loop (HIL) digital simulation development, and HIL test
planning, execution, and data analysis for the Ballistic Missile
Defense Office (BMDO) and other sponsors. This effort requires an
in-depth knowledge of all aspects of HIL simulation design,
development, validation, and utilization to support test development of
guided munition systems and subsystems. It is anticipated that most
work will be performed in the Kinetic Kill Vehicle HIL Simulator
(KHILS) facility in building 13 at Eglin AFB, FL and the remainder in
the contractor_s facility. Visit website

_Secret_. Thisacquisition is unrestricted, except that it is limited to
domestic sources. Only one proposal may be submitted per prime
contractor. Anticipated period of performance is 5 years (a 2-year base
period with three 1-year options). Only one contract will be awarded.
An Indefinite Delivery Indefinite Quantity contract with labor hour
rates and cost-reimbursable travel is anticipated. As this acquisition
progresses, additional info, including the solicitation,
(F08630-00-R-0001) will be available at website www.eps.gov.
Solicitation is expected to be placed on the eps website on or about 18
Oct 99. Contractors unable to access this website may receive a mailed
copy by sending a written request to Carol Abbott at AFRL/MNK, 101 W.
Eglin Blvd, Suite 337, Eglin AFB, FL 32542-6810. Proposals are
expected to be due no later than 22 Nov 99. Firms responding to this
synopsis should state their business size as defined in FAR 52.219-1
for SIC Code 8731, 1000 people. An Ombudsman has been appointed to
address concerns from offerors or potential offerors during the
proposal development phase of this acquisition. The Ombudsman does not
diminish the authority of the program director or Contracting Officer,
but communicates Contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman shall maintain strict confidentiality as to
the source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Matters of
a routine or administrative nature concerning this acquisition should
not be addressed to the Ombudsman but rather to the Contracting
Officer, Contract Specialist, or the Program Manager identified herein.
