following agreements, the Defense Threat Reduction Agency (DTRA) plans
to award a sole source contract to the National Nuclear Center of the
Republic of Kazakhstan as the executing agent for a Seismic
Calibration Experiment in Tunnel 160b: (1) Agreement dated 13 December
1993, between the United States Government and the Republic of
Kazakhstan Concerning the Destruction of Silo Launchers of
Intercontinental Ballistic Missiles, Emergency Response, and the
Prevention of Proliferation of Nuclear Weapons. (2) Agreement dated 3
October 1995 and amended September 1998, between the Department of
Defense of the United States of America and the Ministry of Science --
Academy of Science of the Republic of Kazakhstan Concerning
Elimination of Infrastructure for Weapons of Mass Destruction. This
effort will consist of the design, preparation, and performance of a
high explosive seismic calibration experiment in June 2000 to be
conducted in tunnel 160b at Degelen Mountain. Only Chemical explosives
will be utilized in this experiment. Note that this is a sole source
procurement as the National Nuclear Center is the only authorized
organization to perform this work within the confines of the former
Semipalatinsk Test Site. Any other firm desiring consideration must
fully identify its capability to perform this requirement within the
time and budget allotted. See Note 22. (Substitute 7- day proposal
