Contracts Office, Contract@nist.gov. The National Institute of
Standards and Technology (NIST) intends to negotiate on a sole source
basis with Mr. David Allen, Gaithersburg, Maryland, for research and
assistance services with the Medium Background Infrared Chamber (MBIR)
at NIST. These services include maintenance and upgrades to existing
systems, calibrations, testing, and integration services. Deliverables
shall include 1) mechanical and electrical drawings, in Autocad or
using appropriate software, 2) written documentation describing
operation of custom software used for control of the MBIR system, 3)
Archival papers and copies of talks presented at scientific meetings,
and 4) written documentation describing operation of MBIR systems. The
period of performance shall be from date of award through September
30, 2000. There shall also be four additional one year option periods
with similar work involving the MBIR system. Work shall be performed at
NIST in Gaithersburg, Maryland. This is a sole source requirement
because Mr. Allen has considerable experience in the construction and
utilization of data acquisition systems, as well as the design and
building of experimental apparatuses. Through a previous contract with
NIST, he also has invaluable background and familiarity with the NIST
Rapid Thermal Processing (RTP) Temperature Facility and the Medium
Background Infrared (MBIR) Chamber. His knowledge and experience in the
RTP and MBIR facilities combined with his repertoire of extensive
electronic, mechanical and computer skills makes him unique as the best
person for this task. Familiarizing another person with the facility
would take several months, which would greatly impair our ability to
successfully complete this project. Interested persons may identify
their interest and furnish a capability statement to respond to this
requirement. This notice of intent is not a request for competitive
proposals. A determination by the Government not to compete this
proposed requirement based upon responses to this notice is solely
within the discretion of the Government. A solicitation package is not
