C -- INDEFINITE DELIVERY ARCHITECT ENGINEER SERVICES FOR FEASIBILITY STUDY AND INTERIM DESIGN/REMEDIAL ACTIONS FOR ENVIRONMENTAL RESTORATION OF NIAGARA FALLS SITE STORAGE (NFSS), NIAGARA FALLS, NIAGARA COUNTY, NY POC Point of Contact -- Contact Point, Richard W. Reffner, Contract Specialist, (716)879-4250, FAX (716)879-4353 INDEFINITE DELIVERY ARCHITECT-ENGINEER SERVICES CONTRACT INFORMATION: A-E services are required to finalize the Remedial Investigation and prepare a Site Feasibility Study (FS). Additionally, some interim action design/remedial actions may also be undertaken as part of this contract. A firm fixed-price contract will be negotiated for initial FS tasks and for any interim design/remedial actions required. Additional FS tasks which may be required (treatability studies, etc.) will be awarded on a cost reimbursable basis. The contract is anticipated to be awarded in July 2000 and the FS portion completed by August 2001. The Contractor selected would be required to have sufficient flexibility and capability to be available for a base period not to exceed one year and two option periods not to exceed one year each. Option periods may be exercised at the end of the base period or preceding option period. Estimated amount of this contract is between $5,000,000.00 and $10,000,000.00. This announcement is open to all businesses regardless of size. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The wages and benefits of service employees performing under this contract must be at least equal to those determined by the Department of Labor in the Service Contract Act. PROJECT INFORMATION: This project will involve the completion of the Remedial Investigation and conducting a Feasibility Study, per CERCLA guidance, to remediate both radiological and chemical contaminants at the site. Radiological contamination will include both low and high activity wastes containing radium and thorium as primary contaminants. Chemical contaminants are unknown at this time, but are currently being measured. SELECTION CRITERIA: See Note 24 for general selection process. The selection criteria is listed below in descending order of importance (first by major criterion and then by each sub-criterion). Criteria (a)-(d) are primary. Criteria (e)-(g) are secondary and will only be used as "tie-breakers" amoung technically equal firms. (a). Specialized Experience and Technical Competence; A-E team assembled for this project should possess the following specialized experience and technical competence in: 1. Radiological technology, properties of radiological materials, and radiation protection (human and environment). 2. Chemical technology, treatment/disposal of chemical hazardous and toxic wastes, chemical health and safety. 3. Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) and its application to environmental cleanups. 4. Hazardous, Toxic and Radioactive Waste (HTRW) cleanup in New York State/experience working with regulatory agencies. 5. Innovative treatment technologies for HTRW. 6. Background in assessing short term and long term hazard reduction as a result of technology applications. 7. Background in assessing of technology implementability. 8. Preparation, interpretationand application of risk assessments for HTRW sites. 9. Preparation, interpretation and application of fate and transport assessments for HTRW sites. 10. Transport modeling of hazardous solids, liquids and gases. 11. GIS system, site mapping, and CADD systems. 12. Cost estimating for HTRW treatment options. 13. Report writing/performing independent technical reviews before issuing. 14. Chemical/radiological waste disposal. 15. USACE laboratory certification (labs proposed must be certified as a basis for selection). 16. Applying Corps approved Quality Assurance and Quality Control measures for all generated products. 17. Evaluation of Subcontractors (protocol for screening). 18. Experience with treatability studies. (b). Professional Qualifications: Qualified registered professional personnel in the following key disciplines: Project Management, Civil Engineering, Sanitary Engineering and/or Environmental Engineering, Hydraulic and Hydrologic Engineering, Chemical Engineering, Chemistry, Certified Industrial Hygienist, Health Physicist, Risk Assessor, and Cost Engineering. The evaluation will consider education, training, registration, overall and relevant experience, and longevity with the firm. (c). Past Performance on DoD and Other Contracts with respect to cost control, quality of work, and compliance with performance schedules. (d). Capacity to submit the Feasibility Study by August 2001. The evaluation will consider the experience of the firm and any consultants in similar size and type of projects, and the availability of an adequate number of personnel in key disciplines. (e). Extent of participation with small businesses, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the total estimated effort. (f). Volume of DoD contract awards in the last 24 months as described in Note 24. (g). Location of the firm's office(s) in relation to the work site (Niagara Falls, NY). SUBMISSION REQUIREMENTS: See Note 24 for general submission requirements. Interested firms having the capabilities for this work and desiring consideration for selection are invited to submit two copies of a completed SF 254, unless a current copy is on file at the address listed below, and two copies of SF 255, by November 1, 1999, including prime firm and all consultants. Responding firms are requested to state whether they are large business, small business, small disadvantaged business and/or women-owned business in block 4 of the SF 254. No other general notification of firms under consideration for this contract will be made, and no further action is required. This is not a request for proposals.
