Corps of Engineers intends to issue an Indefinite Delivery
Architect-Engineer (A/E) Contract for Photogrammetry, Aerial Imagery,
Cartography, Geographic Information System (GIS), and related Surveying
and Mapping Services. 1. CONTRACT INFORMATION. Photogrammetric mapping,
aerial imagery, cartography, GIS, surveying and large-scale mapping
services are required for various projects or assignments of the
Portland District. An A/E Indefinite Delivery Contract for $1,000,000
will be awarded, with a base period of one year and two option periods
of one year each, NTE $3,000,000.00. At the Government's discretion,
option periods could be authorized early. Each task order issued under
this contract is not to exceed $1,000,000. This announcement is open
to small businesses only. The size standard for this procurement is
$4,000,000.00. Estimate contract award will be December 1999. The wages
and benefits of service employees (see FAR 22.10) performing under
these contracts must be at leastequal to those determined by the
Department of Labor under the Service Contract Act, as determined
relative to the employee's office location (not the location of the
work). To be eligible for contract award, a firm must be registered in
the DoD Central Contractor Registration (CCR). Register via the CCR

Electronic Commerce Information Center at 1-800-334-3414. 2. PROJECT
INFORMATION. This is primarily a photogrammetric services contract. All
photogrammetric processes shall be supervised by a state or
professionally certified photogrammetrist. Typical services to be
provided may consist of, but not be limited to: aerial photography and
other remote platform imagery, digital terrain modeling (DTM), digital
contouring and cross-sectioning, digital orthophotography, digital
cartographic mapping, GIS database development, attribution and
analyses, aerial triangulation and bridging, ABGPS/IMU, and
miscellaneous printing and photographic services. Any survey services
shall be performed under the auspices of a State registered land
surveyor licensed in Oregon or Washington. Typical surveying services
to be provided may consist of, but not be limited to: third order
horizontal and vertical control that conform to Federal Geodetic
Control Committee Standards, aerial target layout and control surveys
for aerial photography, topographic mapping, boundary survey and
cross-section work related to floodplain studies. 3. SELECTION
CRITERIA. Department of Defense (DOD) regulations with regard to the
selection of A/E firms is based on the professional and technical
qualifications necessary for the performance of the required services
rather than competitive bidding procedures. To be considered for
selection, responses must comply with the requirements of this
announcement and must be submitted prior to the closing date. Selection
criteria for this project will be based upon the following, listed in
descending order of importance. Criteria a-f are primary, criteriag-h
are secondary, used only as "tie breakers" among technically equal
firms. (a) Firms that currently employ State or professionally
certified photogrammetrist(s), and firms that employ professional land
surveyor(s) who are licensed in the States of Oregon and Washington.
The number of licensed/professionally certified professionals shall be
a consideration. (b) Specialized experience and technical
qualifications that demonstrate the capability of the personnel to be
assigned to this project, including the project manager and all key
team members. (c) The type of photogrammetry and survey instruments,
computer system hardware and software, and other supporting equipment.
(d) Proposed project organization, lines of authority, disciplines
proposed, and team back-up personnel. (e) Previous project technical
competency, administrative performance and adherence to schedules and
deadlines. (f) Current workload and capacity of the firm to accomplish
the required services on schedule. Responding firms should provide an
estimate of the value of all work commitments, outside of this
contract, which are anticipated during the life of this contract. The
firm should address the percentage of resources which will be committed
to that other workload. This information shall be submitted for the
prime, and in the case of large businesses, for that office which will
have primary responsibility for the execution of the contract. (g)
Location of the firm with respect to the Portland District will be
considered, relative to the location of other firms. (h) The firm's
volume of previous U.S. government work. 4. SUBMISSION REQUIREMENTS.
Interested A/E firms that can provide the services described in this
announcement should submit three copies each of SF 254 (11/92 edition)
and SF 255 (11/92 edition) for the prime and all consultants, to the
above address not later than the close of business on the 30th day
after the date of this announcement. If the 30th date is a Saturday,
Sunday or Federal Holiday, the deadline is the close of business of the
next business day. Include the firm's ACASS number in SF 255, Block 3b.
