The HHS, Program Support Center, Division of Acquisition Management, has a requirement to purchase GUI*Converter License Usage software (for 6MB) and to acquire technical services for the analysis, design, conversion, and documentation for converting SQL*Oracle forms v3.0 to v4.5 to make the Accounting for Pay System (AFPS) year 2000 compliant. The Contractor shall provide personnel knowledgeable in Oracle forms conversion and the use of the G*C converter software. The estimated completion date for this effort shall be 14 months from date of award. The conversion shall be completed/accepted within 60 days and there shall be one(1) year of support services provided from the acceptance of the converted forms. The Government knows of one source, Kumaran Systems, Inc., 12300 Twinbrook Parkway, Suite 660, Rockville, MD 20852 that has the capability of providing the software and services. Award shall be made using Simplified Acquisition Procedures in accordance with FAR 13.106-1(b). No solicitation is available, therefore, requests for such documents will be considered invalid responses. Firms having the ability to provide the software and perform the services, as stated above, shall provide clear and comprehensive information supporting its claim, inclusive of references listing contact person(s) and phone number(s); technical literature; and pricing. All timely responses shall be considered, however a determination by the Government not to compete this contract based upon responses to this notice is solely within the discretion of the Government.
