This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotes (RFQ). Submit written quotes (oral quotes/offers will not be considered), on requisition F41636-99-Q1154, to FAX number (210)-671-5064. This procurement is is for cell telephone air time and pager air time/service. Due to service area required, purchase is not set aside for small business. Service shall be provided from 1 Oct 1999 through 30 Sept 2000. The vendor must provide service/QUOTE for A) air time, estimated at 80,000 minutes, for up to 65 Cell telephones. Service must provide call forwarding, call waiting, three way conference calling, detailed air time billing,and no additional roamer administration fees. Current cell phones inuse are Motorolla StarTac (analog only). Cell phone coverage shall include largest geographic areas within 48 contiguous states. B) air time for up to 22 pagers, coverage to be all 50 states. C) air time for up to 60 pagers, coverage to be 48 states. Vendors must provide written quotes for A, B, and C above. This solicitation document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 97-13, Standard Industrial Code (SIC) is 4812. Size standard for small business is 1,500 employees. Note that the provisions at FAR 52.212-1, Instructions to Offerors -- Commercial Terms, applies to this acquisition. In addition the clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, apply to this solicitation. Specifically the following clauses cited are applicable: FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans; FAR 52.222-36, Affirmative Action for Handicapped Workers.
