provided for Dugway Proving Ground, UT, 100% on-site. The requirement
will be solicited as a 100% small business set-aside RFP (Request for
Proposal) with the Government intending to evaluate offers and make an
award without discussions (FAR clause 52.215-1). The basis for award
will be a technically acceptable, low priced, responsible offer. Past
performance will be considered. The requirement is anticipated to be a
firm fixed price type contract for a five year period; a one year
basic period of performance with four one-year options to extend. The
contractor shall provide all personnel, supervision, supplies,
material, equipment, and other items and services necessary to perform
the Army family services functions, except for those items listed in
the PWS as government furnished materials. Services required are as
follows: Consumer Affairs Program; basic prevention education program,
command information, support to Unit Commanders and Supervisors,
consumer advocacy and consumer complaint resolution: Budget Counseling/
Debt Liquidation Program; assist and educate clients in analyzing their
assets and liabilities and enrolling them in a debt liquidation
program, develop repayment plans, notifying clients creditors of the
program and negotiating payment terms, educating clients in keeping
checkbooks, writing payments, and keeping records of all payments:
Financial Planning; establishing mandatory training in personal
financial readiness/soldier money management, budget development and
record keeping, the importance of good personal and financial records,
consequences of bad-credit ratings, Soldiers and Sailors Relief Act,
and credit card management: Army Emergency Relief (AER); processing AER
loan applications, AER annual campaign, delinquent loan follow-up and
assist AER Officer in preparing annual audit report: Family Member
Employment Services; employment, education and volunteer information
resources file, employment and personal development training workshops,
private sector job bank, and individual job search assistance and
counseling for skill identification and employment options: Information
and Referral Services; provide index of all public, private, and
voluntary agencies and organizations and the services those agencies
will provide, develop and publish 1) Leader's Referral Guide to Human
Services for Commanders and Their Staffs, and 2) Community Information
Directory for Soldiers, Civilians, and Their Families: Relocation
Planning; conduct quarterly pre-move relocation briefings to include
available capabilities and support agencies for outgoing families,
provide information on shipping household goods, privately owned
vehicles, pets, travel decisions, entitlements, relocation expenses,
cultural adaptation, overseas facilities, support systems, and dealing
with relocation stress, obtaining and showing overseas orientation
videos from Army Community Services, how to obtain Government quarters:
Family Advocacy Program; abuse prevention program, home and work stress
management classes, personnel stress management classes, type "A"
behavior management classes, stop anger and violence escalation (SAVE)
management classes, and anger control classes, and provide written
procedures, assessments, and briefings: Exceptional Family Member;
establish and chair a multidisciplinary exceptional family member
program committee; identify community needs and resource requirements:
Drug and Alcohol Education; provide troop, civilian/contractor, youth,
and community drug education, written procedures and assessments, and
biochemical testing program monitoring; develop, organize, and run
activities during Ribbon Week, Alcohol Awareness Month, and National
Drug and Drunk Driving Month. The current requirement is being
performed under contract DAAD09-95-C-0004 and is scheduled to expire on
