Broadcasting Bureau's -- Office of Cuba Broadcasting (OCB) intends to
procure specialized technical services pursuant to FAR 6.302-1 from
Breit's Tower Service of Miami, Florida on a sole-source basis for
re-guying and repainting the four tower medium-wave antenna system at
OCB's Marathon Transmitting Station in the Florida Keys near Marathon,
Florida. This work must be performed during a 45-day period to insure
that the structural integrity of the antenna towers is preserved in
order to preclude damage from the high winds of a hurricane. In
addition, OCB requires the station to remain fully operational during
the repair activities. This requirement, in conjunction with insuring
safety of all workers, mandates that the contractor have detailed
knowledge of the antenna system, high power RF environmental
conditions, and OCB's operational requirements. For additional
