Sole Source utilizing Simplified Acquisition Procedures to purchase maintenance services for VMX300 and VMX200 voice mail systems manufactured by OCTEL Corp. This is a sole source purchase because of the proprietary nature of the software used in these systems. It is our intention to issue a sole source award to Voice Solutions of Houston TX who is the only authorized VAR for the San Antonio area. All potential offerors should contact the buyer identified in this notice for additional information and/or to communicate concerns, if any, regarding this acquisition. If your concerns are not responded to in a satisfactory manner by the buyer, an Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of an acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
