Department of Veterans Affairs Healthcare Network Upstate New York intends to negotiate a Firm Fixed Price, indefinite delivery/indefinite quantity contract for the Services of Home Oxygen. Award will be based on Price and non-priced factors. Oral Presentations in lieu of written technical proposals will be required of offerors. Offerors will be required to describe or explain such functions as Home Oxygen Delivery Services, Implementation of Distribution and Logistics Management, and Registered Respiratory Therapy Services. The Home Oxygen Program requires a Respiratory Therapist to service approximately 600 Veteran Beneficiaries. Copy of JCAHO accreditation (or equal accreditation) for all Contractors, affiliates, sub-contractors and locations that will service this contract, is required to be submitted with proposals. The VA reserves the right to determine the equality of accreditation. Contractor will be required to supply services within 24 hours with a 4 hour response time for emergencies and equipment malfunctions. Contract period is planned to begin January 1, 1999 with a 60 day implementation period. The standard industrial code is 8082 (business size: 5 million in gross annual sales for the last 3 years).
