L -- SPACE WARFARE CENTER OPERATIONS SUPPORT 50 CONS/LGCZB intends to issue a sole source extension for the Operations and Support (O&S) Contracts at the Space Warfare Center (SWC), Schriever AFB, CO for one year from 1 Oct 2000 through 30 Sept 2001. The current contracts are Cost-Plus Award Fee Indefinite Delivery/Indefinite Quantity (CPAF ID/IQ), and the proposed contractors are the incumbents, Betac Corporation and Information Technology & Applications Corporation (ITAC). The current contracts were awarded on 8 Dec 1995 with a basic period through 30 Sep 96 and four one-year priced option periods that extend the contracts through 30 Sep 2000. The total estimated price for the one-year extension is $6 Mil for each contract. The SWC requires an additional year for maturation of the SWC 5-year plan prior to drafting proposal requirements for a new acquisition. The SWC 5-year plan is assessing the future space application role of the SWC and the necessary organization, processes and essential mission tasks to accomplish that role. The SWC will address follow-on acquisition and contract strategies starting in early CY 2000 with a new contract start date of 1 Oct 2001. This requirement calls for the contractor to provide non-personal operations support and technical expertise to the Air Force Space Command (AFSPC) SWC and Air Force_s Tactical Exploitation of National Capabilities (TENCAP) programs in planning and programming for the integration and use of DoD Space, NS, and SAR programs within all Air Force mission areas. The SWC is the single point of contact for all Air Force MAJCOMs and other Air Force agencies for integrating national and DoD space systems into Command & Control Warfare (C2W), Intelligence, and War Fighting Capabilities. The SWC will also support USSPACECOM, coordinate with other Services, and civilian agencies where appropriate. The contractor will be directed toward examining, assessing, and developing the means to integrate National System (NS) and DoD system support to enhance combat capabilities within the Air Force. This activity also includes integrating TENCAP with existing and advanced technology weapons and platforms as well as special test facilities. Proper planning and programming initiatives are essential to developing integrated support concepts. The effort will be directed towards, but not be limited to, supporting development and evaluation of prototype systems to determine potential operational utility; improving the efficiency of collection management and system tasking in support of military operations; increasing the frequency, realism and scope of exercises and training with Space and NS capabilities; developing analytical capabilities, including procurement of hardware and software for assessing the value-added of space systems in support to military operations with emphasis on air operations; education and training activities including wargames; supporting efforts to influence the tactical utility of future Space and NS assets; and providing detailed support for Real World contingencies, exercises, and demonstrations of Space and NS capabilities at all levels of command. Six general areas of technical support will be provided. The areas include: (1) Requirements Analysis and Technical Support to Tactics Development, (2) Exercise and Real World Contingency Support, (3) Space Integration Support, (4) Support to SAR Programs, (5) Education and Training, and (6) Security Management Support. In addition, five program administrative areas have been included to define how this program will be managed and transitioned. The areas include: (1) Management, (2) Place of Performance, (3) Travel, (4) Administrative Support, and (5) Transition. Executing an extension with the incumbents would minimize cost and schedule risks, as Betac Corporation and ITAC have performed all the required tasks satisfactorily under the contract at a fair and reasonable prices and have all the necessary resources and personnel in place to continue performance. Award to any other source would result in substantial duplication of cost to theGovernment that would not be recovered through competition due to the short period of performance. Other sources would not be able to establish successful services and maintain profitability with only a year of performance. It is impractical to solicit any other sources, other than the incumbents, to provide these services during this period. No further market research is planned for the contract extensions.
