474-9353 17. This is not a request for either a quote or proposal, or
an invitation for bid. The intent of this pre-solicitation synopsis is
to identify potential offerors for services to cleanup blood or other
potentially infectious material spills on Oahu, Hawaii by means of a
Blanket Purchase Agreement (BPA). The work includes, but is not limited
to, providing all labor, management, supervision, tools, supplies,
equipment, and transportation necessary to provide services to cleanup
blood or other potentially infectious material spills. The Contractor
shall perform work in accordance with the 29 CFR 1910.1030, HIOSH
Standards Chapter 205, USACOE Safety and Health Requirements Manual, EM
385-1-1 and other applicable Federal, State, and local laws and
regulations. The Contractor shall be available to receive calls 24
hours a day, shall be at the work site within two hours after receipt
of a call, work continuously without interruption, and complete the
cleanup and decontamination of the area before leaving the work site.
The Contractor shall use autoclave when required by normal industry
practice to decontaminate items from the spill site that are 1) to be
returned to the Government and 2) waste items requiring decontamination
prior to disposal. The Contractor shall properly dispose of waste at an
approved disposal site off Government property at no additional cost to
the Government. Label, store, handle, transport, and dispose in
accordance with all applicable Federal, State, and local laws and
regulations. SIC Code 7342 applies. The BPA term will for a period of
five years. The proposed BPA listed here is being considered for 100
percent set-aside for small business (SB). Interested SB concerns
should, as early as possible but not later than September 20, 1999,
indicate interest in the acquisition by providing to the contracting
office above evidence of capability to perform and a positive statement
of eligibility as a small business concern. If adequate interest is not
received from SB concerns, the solicitationwill be issued as
unrestricted without further notice. Therefore, replies to this notice
are requested from all business concerns as well as from SB concerns.
Interested parties should respond not later than September 20, 1999.
