intends to negotiate with Rehabilitation International on a
sole-source basis for employment training of Native American women with
disabilities. Because of cultural attitudes and practices as well as
economic conditions, the needs, skills and employment opportunities of
Native American women with disabilities differ vastly from those of
other minority populations. Employment training is currently being
taught by Rehabilitation International for young women with
disabilities. Rehabilitation International, as part of their current
SSA contract, has developed materials to encourage building
self-confidence and leadership skills; fostering competencies in
transitioning to employment; and teaching mentoring techniques among
established women groups and networks. These materials must now be
tailored specifically for the Native American women with disabilities.
No solicitation is available. The proposed contract action is for
supplies or services for which the Government intends to solicit and
negotiate with only one source under authority of FAR 6.302. Interested
persons may identify their interest and capability to respond to the
requirement or submit proposals. This notice of intent is not a request
for competitive proposals. However, all proposals received within 7
days after date of publication of this synopsis will be considered by
the Government. A determination by the Government not to compete this
proposed contract based upon responses to this notice is solely within
the discretion of the Government. Information received will normally
be considered solely for the purpose of determining whether to conduct
