synopsis/solicitation for a commercial item prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation number DTCG38-99-Q-200053
is issued as a Request for Quotations (RFQ). This solicitation document
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 97-11. The applicable Standard Industrial
Classification Code is 3728. The small business size standard is 1,000
employees. This acquisition has been designated as unrestricted. Item
(1) Qty required: four single zone composite repair consoles, hot
bonders. The contractor shall manufacture and deliver composite repair
consoles in accordance with the specifications and capabilities listed
below: The item shall be commercial off the shelf (COTS). This item
will be used in flightline, hangar, flightdeck, and remote
environments. Because of mobility and field repair requirements, these
units shall be portable and self contained, capable of performing in
remote/austere locations. As a minimum, these composite repair consoles
shall have the following basic performance requirements and
capabilities: Size: Must meet FAA regulations for carry-on items during
commercial air travel. Weight: Cannot exceed eighteen pounds. Power
requirements: 120 or 240 VAC/50 or 60 Hz. Max Current: 30 Amps at 120
Vac. Environment: Operating-32 Deg F to 120 Deg F. Storage-0 Deg F to
160 Deg F. Power Interrupt: 5 minute cure recovery. Number of
Thermocouples (TC): 8;capable of monitoring 12. TC Control: Manual or
automatic selection. Accuracy: -2 Deg F. Temp Range: 32 Deg to 770 Deg
F. Alarm : Adjustable; overtemp, undertemp, open TC< vacuum level,
power interrupt, and high limit. Printer: Internally Operated. Vacuum
Pump: Internally operated. Hoses: 15 minimum inch vacuum sensor line,
15 feet minimum 1/8 inch vacuum sensor line. Manuals: 1 each Operators
manual per unit. Item (2) The contractor shall provide equipment
familiarization and operation training for each equipment delivered.
Items are to be delivered by January 15, 2000 to the USCG Aircraft
Repair & Supply Center, Receiving Section, Bldg. 63, Elizabeth City, NC
27909-5001. Earlier deliveries will be accepted. Delivery shall be
F.O.B. destination with final inspection and acceptance at destination.
The following Federal Acquisition Regulations (FAR) provisions and
clauses apply: FAR 52.212-1 Instructions to Offerors-Commerical Items
(Aug 1998); FAR 52.212-3 Offeror Representations and Certifications-
Commercial Items (May 1999)-Offeror shall include a complete copy of
this provision with their offer. FAR 52.212-4 Contract Terms and
Conditions-commercial Items (May 1999) with the following addendas: FAR
52.252-2 Clauses Incorporated by Reference (Feb 1998), also the full

(Nov 91), Each item shall be packaged in accordance with best
commercial packaging to enable shipment to destination and
transshipment to a Coast Guard unit without repackaging or incurring
damage during shipping and handling. Materials shall be marked in
accordance with MIL-STD-129M, Marking for Shipment and Storage, dated
15 Jun 93. All labeling will reflect the appropriate National Stock
Number, Part Number, Nomenclature, Quantity, Purchase Order Number, and
Serial Number. Labeling data shall be attached to the outside of the
shipping container. Inspection and acceptance to ensure that items are
in accordance with manufacturer's specifications shall be performed at
destination. FAR 52.212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders-Commercial Items (May 1999),
paragraph (b) (11)-(17)(23) are also applicable. The basis for award
will be the best value to the Government considering technical
acceptability, price, and delivery and past performance. Closing date
