Trailer/Tower Specifications System mission requirements: The trailer
mounted tower system must be able to support a microwave radio weighing
no more that 50 pounds and having a 1 foot diameter dish. This tower
must be able to raise the radio system (AN/GRC239, TS SR) no less than
80 feet above the ground The radio system and tower assembly must be
able to withstand winds of at least 50 MPH. The following
specifications apply to the Mobile trailer/tower system required by the
290 JCSS. 1. TRAILER:  The trailer shall be at least a dual
axle heavy duty galvanized or aluminum trailer capable of carrying the
mast system plus at least 1500 pounds of additional cargo. 
This vehicle shall meet or exceed all codes regarding its travel on
public roadways and have surge type brakes with an emergency breakaway
brake application system on at least 2 of the 4 wheels.  The
axles shall be at least 3500 pound capacity each  The tires
shall be 225/70R14LT all terrain load range C or better  A
spare tire shall be mounted on the curbside of the trailer so as to be
easily accessible for tire changing  The trailer shall have a
metal floor installed such that equipment cases can be carried on this
floor during travel. The floor shall be able to support no less than 25
pounds per square foot. This floor shall have drain holes to drain
water out  The entire perimeter of the floor area shall have
vertical sides  The method of attachment for the trailer to the
towing vehicle shall be by pintle-hook type assembly. This pintle
lunette will be mounted on the trailer tongue such that the trailer
will travel in a level position when towed by an M-1097 (HUMVEE) series
vehicle. 2. MAST:  The mast shall be no less than 80 feet and
no more than 90 feet tall as measured from ground level to the top of
the mast when the mast is erected.  The front of the mast, when
stowed for travel shall not extend beyond the front of the pintle hook
lunette.  The overall length of the trailer and mast assembly
shall not exceed 20 feet.  The mast shall be a typical
crank-up aluminum triangular tube type interlocking section tower. All
typical industry safety guidelines will be met or exceeded. 
All mast erection motors shall be via 24-volt motor. A hand crank shall
also be supplied for each motor in case of motor failure. The 24-volt
motors shall be powered by 2 on-board batteries. An external 24-volt
motor" type receptacle shall also be wired to the motors to allow the
tower to be erected from a military vehicle via standard NATO slave
cable. 3. SUPPORT EQUIPMENT  A guy kit shall be supplied with
the system. This guy kit shall contain sufficient numbers of galvanized
guys and anchors to restrain the mast assembly (when fully erected) to
industry standards. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
SOLICITATION NUMBER F08602 99T2251 will be issued as a Request for
Quote. Contractor shall provide all plant, labor, materials, equipment
and supervision. Including supplies and parts necessary to manufacture
and deliver the trailers in accordance with the specifications
described above. FOB: Destination, Acceptance: Destination. Standard
Industrial Code is 3715. Incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-12. FAR Provision
52.212-1, 52.212-2, applies to this acquisition. Offers shall be
evaluated for fair and reasonable price, technical acceptability,
adherence to applicable clauses, provisions, delivery schedule and
satisfactory past performance record. Additional applicable FAR
Clauses: 52.212-4, 52.212-5, 52.203-3, 52.215-11, 52.233-2, 52.247-34,
52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-41, 52.222-42,
52.228-5, 52.222-48. Offer shall include a completed copy of the
provision at 52.212-3, Offer Representation and
Certification-Commercial Items which may be accessed on the internet
(http://farsite.hill.af.mil). The following are contract terms and
conditions to implement statutes or orders applicable to Defense
Acquisitions of commercial items. DFAR 252.225-7001, 252.225-7001,

sources may submit a quotation which shall be considered. Offers are
