accepted. 17. The Immigration and Naturalization Service, Dallas, Texas
is issuing a combined synopsis/solicitation for commercial items
prepared in accordance with the format in subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; quotations are being requested and
a written solicitation will not be issued. Solicitation #ACD-9-Q-0022
is being issued as a Request for Quotation. The solicitation document
and incorporated provisions and clauses are those in effect through
Acquisition Circular 97-12. This is a 100% SET-ASIDE FOR SMALL BUSINESS
with a standard industrial classification code of 5531, for the
purchase of automobile accessories, and a small business size standard
of $5.0. A single award will be made. Term of the contract is for a
one-year period starting from date of award for the Base period with a
one one-year option period. Quantities are estimates only. The
following are the contract Line Item Numbers (CLIN's): Base Year: 0001,
steering wheel locking device for cars: EST 200 ea, Guaranteed minimum:

and 1001: The Club LX Anti-Theft Device is used as an example of the
type and quality of locking device we wish to purchase Specifications
of the steering wheel locking device for trucks, CLIN 0002 and 1002:
The Truck Club LX Anti-Theft Device is used as an example of the type
and quality of locking device we wish to purchase. Warranty shall meet
the standard commercial requirement. Please provide model/part number,
and product literature if offering other than specified
model/manufacturer. Delivery of the guaranteed minimum shall be FOB
Destination and shall be divided among the following cities (exact
quantities and delivery addresses to be provided in the award): Dallas,
TX; Harlingen, TX; Boise, ID; Kansas City, MO; Omaha, NE; Oklahoma
City, OK; Del Rio, TX; Eagle Pass, TX. Delivery shall be within 30 days
after award of contract/delivery order. Others may be directly ordered
by and shipped to Border Patrol and INS District Offices throughout
the Central Region of the United States. The guaranteed minimum will be
funded and ordered on the awarded contract. THE OFFEROR SHALL INCLUDE
A COMPLETED COPY OF THE PROVISIONS AT FAR 52.212-3, Offeror
Representations and Certifications -Commercial Items, along with the
firm's DUNS number. The provisions at FAR 52.212-1, Instructions to
Offerors-Commercial Items, and clauses at FAR 52.212-4, Contract Terms
and Conditions-Commercial Items, apply to this acquisition. FAR
52.212-2, Evaluation-Commercial Items is applicable. Paragraph (a),
evaluation criteria are as follows: Award will be made to the lowest,
technically acceptable offer. Offerors shall submit a technical
description, including pictures of the product offered in the quotation
and any other information to verify conformance to specifications. Also
include a narrative explaining the capabilities of your firm to meet
the requirements of this solicitation such as financial resources, past
experience in similar work, and integrity. Government past performance:
Include a list of prior government contracts of at least similar size
and complexity including the name and phone number of the contracting
officer. Also include your financial responsibility information (bank
name, phone number, business account number, and point of contact) as
well as information on a minimum of three other references (company
name, phone number, point of contact, and brief description of work you
