synopsis/solicitation for a commercial product, prepared in accordance
with the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation. Bids are being requested and a written solicitation
will not be issued. The solicitation number for this procurement is
1443-IB-7170-99-001 and is issued as an invitation for bid (IFB). This
solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular FAC 97-13. This
solicitation is set-aside for small business. The standard industrial
classification code is 5032 and the small business size standard is $5
million. This solicitation proposes to contract for the delivery and
stockpiling of approximately 4000 tons of Crushed Aggregate Base (CAB)
Material containing a minimum of 12% to 15% cementitious fines.
Aggregate: clean, hard, durable fragments or particles of crushed
stone, crushed slag, or crushed gravel. Materials that break up due to
freeze-thaw or wet-dry cycling shall not be used. All imported
materials shall be free from all weed and exotic seeds. Coarse
aggregate: AASHTO T96-77, percentage of wear of not more than 50.
Fraction passing No. 40 sieve shall have a liquid limit not to exceed
25 and a plasticity index of between 6 and 12, as determined by AASHTO
T89-81 and T90-81, respectively. Material, inclusive of filler, shall
meet the following screen analysis requirements by weight: Sieve Size:
1-inch, Percent Passing: 75-100; Sieve Size: No. 4, Percent Passing:
30-70; Sieve Size: No. 200, Percent Passing: 12-15. Filler: Finely
divided mineral matter such as rock or slag dust, hydrated lime,
hydraulic cement, or other suitable mineral matter free from organic
impurities and clay. Certification should be submitted certifying that
crushed aggregate base material meets these requirements. Unit pricing
must include all costs incurred to provide this product, including any
applicable taxes. Delivery and stockpiling of the new aggregate
materials should start on or about October 12, 1999. Stockpiles will be
limited to clearly designated areas at the entrance to the Scenic Loop
Road and adjacent to the roadway at the two existing water storage
tanks, located within Carlsbad Caverns National Park. Bid Schedule
pricing shall be provided on plain bond paper with company
identification clearly visible. Fax bids are allowed but must be clear
enough for the Government to identify information provided. Provisions
