COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART
12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS
NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE
BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The
solicitation number is EEE497 and the solicitation is being issued as
a Request for Quote solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
97-10. The Environmental Protection Agency (EPA) anticipates that the
contract will be awarded as a result of full and open competition. A
firm-fixed-price purchase order is anticipated to result from the award
of this solicitation. The associated Standard Industrial Code (SIC) is
3621. This procurement is for acquisition of a Trailer Mounted,
Environmental Protection Agency (EPA) certified, Diesel Fueled Engine
Driven AC Generator. The following specifications apply: General
Specifications: 20 kW prime output 120/240 VAC 60 Hz 1 4 wire
generator. Environmental Protection Agency (EPA) certified Diesel
Fueled Engine. Certification of Year 2000 compliance by manufacturer.
Engine and Generator Specifications: 120/240 VAC 60 Hz single phase.
Brushless, permanent magnet exciter. Solid state volts/Hz voltage
regulator with 1% no load to full load regulation. 100% of rated kW
one-step load acceptance per NFPA 110. Short-circuit capability
enabling downstream circuit breakers to trip without collapsing the
generator field. Compliance with NEMA, IEEE, and ANSI standards for
temperature rise. Electronic isochronous governor. Frequency regulation
of < 0.5% when loaded. Integral vibration isolation. Controller and
overload protection with Indicators and Warnings for: Keyed start
switch (key removable when off or running). Audio/visual annunciation
with NFPA-110, Level 2 capability. Remote start, prime power, and
remote annunciation capability. Analog Gauges/Meters 2% Accuracy. Oil
Pressure gauge, Tachometer, hourmeter, Temperature gauge (Engine
Coolant), Voltmeter VDC (Battery), Wattmeter, AC Ammeter, AC Voltmeter,
Frequency Meter. Engine audio/visual alarms and required automatic
engine shutdown: Low Oil Pressure, High Coolant Temperature, Engine
Overspeed/Overcrank. Sound Attenuated Enclosure: Drip proof sound
shielded weatherproof housing, sound shield vertical lifting eyes,
Removable/hinged pre-painted side panels w/ stainless latches w/ locks
keyed alike, Residential Exhaust Silencer installed (<69 dB(A) at
7 meters from generator set center 360 ), Vertical Exhaust pipe with
Rain Cap installed, Skid end caps installed if skid mounted. Trailer
(D.O.T. certified): Tandem Axle design, Axle Brakes (electric or
electro-hydraulic), Tongue Mounted Swivel Jack stand, Adjustable height
multi-purpose hitch assembly (2 5/16" ball in addition to Drawbar eye
with minimum eye opening of 2 3/8" and maximum eye crossection of 1
13/16" ). 200 gal UL listed fuel cell frame mounted in trailer and
connected. Fuel pressure gauge, Fuel level gauge, Low Fuel Level Alarm,
High Fuel Level Alarm, Fuel In Basin Alarm, vent caps, rear
stabilizers, rear heavy duty stabilizer jacks, safety chains. D.O.T.
approved lighting on sides and rear consisting of: 4 side lights (1
yellow front left and right, 1 red rear left and right), 4 rear lights
(2 red left, 2 red right), 7 pin male Commercial Truck wiring socket
mounted to trailer and connected, Radial Tires rated at 125% of fully
fueled wet weight of complete system. Accessories: Heavy Duty Air
Cleaner with air cleaner restriction indicator, Unit Mounted Radiator,
12 VDC Starting Batteries with battery rack and cabling installed, 100
Amp -- 600 VAC Line Shunt-Trip Circuit Breaker with emergency Shutdown
from both sides of trailer. Engine block heater installed and
connectable with side access covers shut, Oil drain extension and valve
installed for easy access from side of trailer, Initial fill of Lube
Oil and Antifreeze. Onsite installation, test and startup supervisedby
factory authorized representative, One (1) Year Comprehensive Factory
Warranty, Two (2) copies of Operations / Maintenance Manuals, one (1)
each air filter, one (1) each oil filter, one (1) each fuel filter,
and a list of recommended spare parts. Delivery Requirements: In less
than 12 weeks from placement of order including on-site delivery and
testing. A best value award will be made considering price and the
evaluation criteria outlined below. Evaluation criteria to be included
in paragraph (a) of provision 52.212-2 are as follows: (I) technically
acceptable, (II) lowest priced offeror. The following FAR provisions
