Administration, Federal Technology Service, Region 8, Denver and its
client the U.S. Navy, CINPACFLT, Pearl Harbor, Hawaii intend to procure
on a Sole Source basis to Microsoft Corporation, 2110 Water Ridge
Parkway, Charlotte, NC 28217, telephone: (704) 582-8283 the following
proprietary integration solution: Product: 1-each, Microsoft Premier
Support (Renewal). Description/Purpose: The benefits package required
by CINCPACFLT is: a) A Dedicated Technical Account Manager (DTAM)
available to escalate any issues that develop and provide proactive
services; 2) Increased knowledge of US Navy CINCPACFLT environment; 3)
Improved coordination of support services throughout CINCPACFLT; 4)
Multi-vendor coordination; 5) DTAM to develop a Service Delivery Plan;
5) Support which includes a complete backup of support professionals
from the contractor; 6) Direct telephone access and WEB access to teams
of Premier Support Professionals available to help 24X7 with problems
or questions on any Microsoft product. Impact: The government has fully
researched other options and has determined that Microsoft, Inc. is the
only provider with key knowledge and expertise for the development of
the support required. Not using this source could be detrimental to the
completion of the mission and hinder the development of all systems
involved in the US Navy effort. This support is a continuation of
previously purchased support from Microsoft, Inc. Microsoft is the sole
source offering this support. They have tailored the Premier Support to
benefit the US Navy needs. JUSTIFICATION FOR OTHER THAN FULL AND OPEN
COMPETITION: Microsoft is the sole provider of this support package.
They have an excellent past performance record for providing the
service/support. The US Navy has purchased the support in the past,
along with other DOD agencies. Microsoft has hands-on experience with
the US Navy. They know the structure, inputs and outputs, and contents
associated with the systems support work. Microsoft requires no
additional resources as part of a learning curve related to the work
effort. A SOLICITATION WILL NOT BE ISSUED as a result of this CBD.
Concerns having the ability to furnish the above support services are
requested to give written notification, including the telephone number
for a point of contact to the acquiring office listed in this notice
with 15-calendar days from the date of this synopsis. This notification
should clearly show their ability to do so without compromising the
quality, accuracy and reliability of the requirement. All information
is to be furnished at no cost or obligation to the government. Posted
