acquisition requirement that will be awarded according to FAR 13.1
(most advantageous to government) for untrained detector canines that
can meet the requirements of the U.S. Customs Service for detection
work. A pre-solicitation conference to illustrate the acceptance
criteria will be held September 21-22 at the U.S. Customs Service
Canine Training Center, Front Royal, VA. To register for the conference

CLIN 001; 40 canines; to be delivered up to 4 per month, beginning
October, 1999. The canine shall be a recognized working or sporting
breed such as the Golden Retriever, Labrador Retriver, Springer Spaniel
or German Shepard. (Belgian Malinois are not acceptable.) These breeds
are examples only. Other breeds may be proposed to determine
acceptability for detector work; Age to be a documented 12 to 36
months; weight to be between 45-90 lbs; Height to be measured between
from the ground surface to the point of the shoulder blades(wither).
ex: German Shepherd to be not less than 22-23 inches; for Retrievers,
their weight must be proportional to height; both males and females are
acceptable. Females must not be in "heat" at the time of evaluation. A
detection canine shall exhibit an obsession to play with objects, have
stable character, show no fear or reaction to loud noises (i.e.,
planes, gunshots, autos, etc. and be willing to surmount difficult
obstacles. The canine should prefer to play with objects more than
having food, water, or the attention of its handler. The canine must be
able to pass tests for temperament, retrieve drive, and perseverance as
well as socialization and courage/confidence and generic drives.
Documentation of all records must be approved before delivery can take
place. All medical records and x-rays (OFA quality diagnostic
radiographs) to affirm health and condition to perform detector work
will be submitted for approval to ship to U.S. Customs Service. USCS
will test the canines within 15-21 days after arrival at training
facility for acceptance. Failed canines who do not pass acceptance
tests must be picked up within 30 days. Shipping of the canines are FOB
destination. Vendors to provide own shipping crate. The crate to become
property of the government if the dog is accepted. The canines are to
be warranted for six months after acceptance against medical problems,
chronic disease or heredity deficiency that could render the canine
