Silsby, Grants/Contracting Officer, 301-394-3438 17.1 Program Description: The Army Research Laboratory (ARL) is developing an Electromagnetic (EM) Gun System for the purposes of incorporation on a lightweight Future Combat Vehicle (FCV). The FCV will have lethality to overmatch future main battle tanks in the direct fire battle and be capable of both direct and indirect fire. The FCV will have a high degree of mobility and be capable of extended periods of operation without supply. The FCV will have protection systems capable of defeating main armament projectiles of opposing main battle tanks. The EM gun to be developed would be capable of acting as the main armament for the vehicle and defeating heavy tank targets in a direct fire battle. In addition, the gun would have to launch chemical energy warheads, boosted and smart projectiles, in both direct and indirect fire modes. The ARL EM Gun applied research program will run from years FY2000-FY2005 in two phases. During the Phase I period, FY2000-FY2003, ARL will seek independent efforts in three areas: System Support/Integration, Pulsed Power, and Electromagnetic Launchers. ARL intends to make two awards in each of these areas. During this period, ARL will manage the overall program. Also during this time, ARL will be conducting projectile research that will coincide with the other EM Gun Program efforts. Between FY2003 and FY2005, Phase II, one of the System Integrators will be selected to integrate the EM technologies into an armament Test Bed for demonstration in FY2005. ARL contemplates the award of 6 instruments in February 2000 under this Program for a total estimated amount of $119 million. During Phase I, an approximate total of $4 million is allocated for two System Integrator awards; a total of $55 million for two Pulsed Power awards; and a total of $8 million for two Electromagnetic Launchers awards. During Phase II, approximately $52 million is allocated for one System Integrator award to provide the FY2005 Test Bed Demonstrator, integrating the pulsed power and launcher. At least a 50/50 cost share is required for the System Integrator during Phase I of the Program. Cost sharing is encouraged, but not required, during Phase II of the Program. 17.1.1 System Support Effort Description: The System Integrator support effort is for concept definitions for the Electromagnetic Armament System. . It is anticipated that two efforts will be awarded in Phase I and each source will formulate two armament system concept definitions; one using a drum-type pulse power supply and one using a disk-type pulse power supply. The concepts will incorporate the developments of the two pulse power supplies, launchers and projectiles being developed concurrently under separate agreements. The sources will assess progress of the other developments, recommend development direction, formulate detailed program plans and formalize proposals for Phase II. The Phase II proposals will be evaluated by ARL and result in a single award for the System Integrator Support requirements for Phase II, which will encompass pulsed power and launcher efforts in what is expected to be a sub-agreement relationship. 17.1.2 Pulsed Power Machine Effort Description: The Pulsed Power machine development effort is for rotating machines of both the drum and disc alternator topology. It is anticipated that only one source (Kaman Aerospace Corporation, Electromagnetic Development Center) is capable of the development efforts for the pulsed disc alternator, based on research and development efforts already undertaken in this area by this single source. By FY2005, the machines must be capable of providing pulsed power to accelerate a kinetic energy projectile of mass of roughly 3.5 kg to a velocity of 2.5 km/s in an EM gun of less than 6.0 m length. Progress toward this goal will be evaluated throughout the effort. In Phase I, Pulsed Power prototypes of both a disc and a drum topology will be developed and demonstrated. For this demonstration, ARL will supply both launcher and projectiles. Based on the demonstration, a single Pulsed Power option will be selected to go forward in Phase II to FY2005 under what is expected to be a sub-agreement relationship to the System Integrator. The Pulsed Power sources should have demonstrated capability to design, fabricate, and test these types of rotating machines using primarily in-house capabilities. It is anticipated that two efforts will be awarded in Phase I, one for the disc topology and one for the drum topology. A single source may offer to supply both machines. 17.1.3 EM Gun Launcher Effort Description: The Em Gun Launcher effort is for the development and design of an Electromagnetic Gun for use on the Army's Future Combat Vehicle. This EM gun launcher effort will begin in FY00 and result in a demonstration launcher in FY2005. It is anticipated that two efforts will be awarded in Phase I, with each source developing Sub-scale launchers which will be evaluated for effectiveness of design in FY2003. Based on the sub-scale demonstrators, a single recipient will be selected to go forward in Phase II to FY2005 under what is expected to be a sub-agreement relationship to the System Integrator. The EM Gun Launcher sources should have demonstrated capability to design, fabricate, and test these types of EM launchers using primarily in-house capabilities. The launcher must meet the requirements for combat vehicle utilization; which will include considerations of achieving a low mass and fieldable gun. 17.1.4 EM Gun Projectile: The Army will use internal assets, supplemented by those at the University of Texas, Institute for Advanced Technology, to conduct projectile research that will coincide with the other EM Gun Program efforts described above. The results of this research will be made available to Program Recipients to further the EM Gun Program Objectives. The Army is responsible for projectile development during Phase I. During Phase II, the System Integrator is responsible and will be involved in development efforts for all aspects of the EM Gun Program (including the projectile) needed to meet the 2005 demonstration requirements. 17. 2 Solicitation and Award under this Program Announcement/Solicitation: ARL contemplates making awards under the authority of 10 U.S.C. 2371, Section 845 Other Transactions for Prototypes (OTs) in connection with this Program. However, interested parties will be permitted to propose other types of procurement or assistance instruments as appropriate. The purpose of this conference is to provide an opportunity for potential recipients to confer with the respective technical experts in a public forum. While attendance is not mandatory, potential recipients are strongly encouraged to attend.
