to issue, on a competitive basis to 8(a) certified, small businesses,
Request for Proposal (RFP)5-14203/257 for the support to Code 940, the
Goddard Institute for Space Studies. The Draft RFP (DRFP)5-14203/257
was synopsized on July 13, 1999 and was issued on August 17, 1999 for
industry comment. The synopsis and Draft RFP announced that this
procurement would be conducted via full and open competition. However,
this effort has been changed to 100% set-aside for SBA certified 8(a)
small businesses only. See Note 1. The SIC Code and Size Standard has
also changed. The new SIC Code and Size Standard are 7371 and $18
million, respectively. It is anticipated that a Cost-Plus-Award-Fee
(CPAF) contract will be issued with an anticipated start date of March
2000. The Government does not intend to acquire a commercial item
using FAR Part 12. See Note 26. The DPAS rating for this procurement is
DO-C9. This effort will support Code 940, the Goddard Institute for
Space Studies (GISS). The proposed services include providing
scientific programming and analysis in support of specific GISS
research programs and performing computer facility operations, systems
programming, technical library operations, and overall logistical
support for the GISS research facility. The scientific programming and
analysis functions are integral parts of the respective research
programs, whereas the other support functions are required to maintain
and operate the facilities used in performing the research. The effort
will be performed on-site at the Goddard Institute for Space Studies in
New York, New York. This procurement is a follow-on effort to
requirements currently being performed under Contract NAS5-32370. A 1
year basic contract with four 1-year options is contemplated for this
effort. The anticipated release date of the RFP5-14203/257 is on or
about October 1, 1999, with an anticipated proposal due date of
November 15, 1999. The provisions and clauses in the RFP are those in
effect through FAC 97-12. An ombudsman has been appointed. See Internet
Note "B". All qualified responsible sources may submit a proposal,
which shall be considered by the agency. The solicitation and any
documents related to this procurement will be available over the
Internet. These documents will be in Microsoft Office Suite (Word 6.0,
Excel 5.0, or PowerPoint 4.0) format and will reside on a World Wide
Web (WWW) server, which may be accessed using a WWW browser
