commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
(ii) The solicitation number for this requirement is 1684-01, and this
solicitation is a request for proposal. (iii) This solicitation
document incorporates provisions and clauses effective as of FAC 97-13.
(iv) This solicitation is a small business set-aside under SIC's 7374,
7375, 7379, and 7389. (v) The resulting contract line items are
anticipated to consist of: Final Reports, Excel SpreadSheets and
Graphs, Written Procedures, and Value Added Benefits Recommendations.
(See Scope Of Work below.) (vi) Description of requirement: BACKGROUND:
Approximately $850 million are spent annually on the procurement,
transportation, handling, and administration of PL 480 Title II
commodities utilized in non-emergency and emergency food aid activities
around the world. Of this amount, almost $400 million dollars are spent
on the procurement of bulk and processed U.S. agricultural commodities
from suppliers and processors all across the country. Title II
activities include truck transportation to various ports,
transportation on barges or by rail, use of U.S. longshoremen and
stevedores, and transportation on U.S. flag vessels. The cost of U.S.
flag ocean freight is approximately $100 million per year. At each
stage of the procurement and delivery process, Title II resources have
a significant impact on the local and state economies into which they
are infused. SCOPE OF WORK: To support FY 1997 and 1998 reporting
requirements, the Contractor shall develop a data collection system and
methodology in order to accurately attribute Title II activities, and
quantify their impact, on a state-by state basis. State attribution for
any particular commodity expenditure should be based upon a
determination of themost likely state of production in the case of bulk
commodities, or the state in which the commodities were processed in
the case of processed commodities. Transportation expenditures should
be attributed to the state from which the commodities were exported
(port and ocean freight rates) from the United States. Research for and
final preparation of required reporting may necessitate domestic travel
to the United States Kansas City Commodity Office. The COTR should be
notified if any additional travel is required. Specific deliverables
include: (a) Final reporting of dollar values for Title II activities,
on a state by state basis, both in the form of data on EXCEL
spreadsheets and a graphic representation of the fifty states. One
report should attribute Title II resources to specific cities/states
based upon the location of companies receiving Title II resources. A
second report should attribute Title II resources to specific
cities/states based upon the location of commodity
production/processing. (b) Three (3) copies of each EXCEL spreadsheet
and graph to be provided to the COTR. (c) Three (3) copies of written
procedures used for compilation of the state-by-state data report. (d)
A separate determination of any value-added benefits from the handling
of Title II resources that can be accurately attributed to a particular
state should be reflected as well. (vii) The period of performance for
this procurement is October 1, 1999 through January 31, 2000. (viii)
Under Far 52.212-1, "Instructions to Offerors" applies to this RFP.
Under 52.212-1(b)(4), each offeror shall submit no more than one page
discussing past experience (within the past two years) performing
efforts similar to the requirement described herein. Under FAR
52.212-1(b)(10), each offeror shall submit names, titles, and phone
numbers for points of contact for three prior relevant contracts on
which performance has occurred in the past two years. (ix) Under FAR
52.212-2, "Evaluation -- Commercial Items", the evaluation factors, in
descending order of importance, are: Experience and Past Performance.
Technical(experience) and past performance, when combined, are more
important than price. (x) Offeror's shall complete the information at
FAR 52.212-3 "Offeror Representation's and Certifications" and submit
with their proposals. (xi) FAR 52.212-4, "Contract Terms and
Conditions", applies to this procurement. (xii) FAR 52.212-5, "Contract
Terms and Conditions " applies to this procurement as follows:
52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, 52.232-33,
52.232-34, 52.222-41. (xiii) This procurement is being conducted under
FAR Part 12 "Acquisition of Commercial Items", and FAR Part 13
"Simplified Acquisition Procedures". As a result, FAR 52.213-1, "Fast
Payment Procedures, and FAR 52.213-4, "Terms and Conditions, Simplified
Acquisitions" also apply to this procurement. The Government estimate
for this procurement is $25,000.00. (xiv) Commerce Business Daily
numbered Note 1 applies to this procurement. (xv) Proposals in response
