092499 POC Julie M. Files, 360-905-1781 The Veterans Integrated Service
Network (VISN) 20 solicits the following with procurement being
conducted under FAR Subpart 13.5 Test Program; simplified acquisition
procedures apply. VA will conduct the procurement according to a
combination of FAR Part 12, Acquisition of Commercial Items and Part
13, Simplified Acquisition Procedures as supplemented with additional
information included in this notice. Solicitation #RFQ 648-66-99 is
assigned as Request for Quote (RFQ). This is a combined
synopsis/solicitation for commercial items. This announcement
constitutes the only solicitation; bids are being requested and a
written solicitation will not be issued. Solicitation documents and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-13. This procurement is issued for full and
open competition. SIC code is 4899 and the small business size standard
is $11 million. BID ITEM #1: Provide all labor, equipment, materials,
travel and supervision for the installation of a commercially available
leased point to point network to be installed. Vendor must be tariffed
to provide interstate traffic. Provide a variable Bit Rate ATM
Connection Service between the Seattle VAMC, 1660 S. Columbian Way,
Seattle, Washington, 98108 and Anchorage VAMC, 2925 DeBarr Road,
Anchorage, Alaska 99508. VBR ATM service will consist of a Peak Cell
Rate (PCR) of 7244 cps (Cells Per Second) with a Sustained Cell Rate
(SCR) of no less than 2416 cps. Service will consist of egress ports in
Anchorage VAMC and Seattle VAMC of 2 DS1 (DS1 shall meet the standard
Extended Super Frame (ESF) and Binary 8 Zero Substation (B8ZS) for the
purpose of running Voice, Video and Data) ports each. Egress ports
will use IMA (inverse multiplexing) Trunking. Circuits will be
terminated on existing Network hardware (Cisco IGX Switches) located at
the Seattle VAMC and the Anchorage VAMC. Installation completion and
acceptance of Bid Item #1 shall be within 60 days of notice to proceed.
Work must be performed in such a manner to minimize disruption of
medical center. BID ITEM #2: Provide 24 hour connectivity and repair
service to ensure continued uninterrupted service for all network lines
installed for both locations identified in Bid Item #1. Contractor will
dispatch to make repairs within 2 hours of telephone identification of
a problem and repairs will be completed within 4 hours. Payment for
connectivity will not be authorized or in effect until completion and
acceptance of installation. The Government may extend the term of this
contract four (4) optional years. PRICING FOR BID ITEM #2 SHALL BE
SUBMITTED FOR BASE YEAR AND EACH OPTIONAL YEAR.Award will be firm
fixed-price contract, payment terms Bid Item #1 shall be authorized for
payment under the Prompt Payment Act upon completion and acceptance of
the installed system. Bid Item #2 shall be by certified invoice,
monthly in arrears (1/12 of yearl y charge). The government intends to
make a single award to the responsible offeror whose offer is the most
advantageous to the government considering price and price related
factors. Provision 52.212-2 Evaluation Commercial Items, applies to
this acquisition. Award will be made on the basis of the lowest
evaluated price of quotes meeting or exceeding the acceptability
standards for non-cost (technical) items. The following factors shall
be used to evaluate offers 1) monitoring of circuits (demonstrate
ability to meet the repair and response time specified) 2) Management
Capabilities (demonstrate ability to install and have operational
required system) 3) Past Performance (minimum of 3 references of
similar size and scope of work. Must include point of contact, facility
identification, telephone number). 4) Price. Technical evaluation
criteria are listed in order of importance with monitoring of circuits
worth slightly more than management capabilities which is worth
slightly more than past performance. Technical and past performance,
when combined, are approximately equal when compared to price. Offerors
shall provide a complete set of provisions with proposal found at FAR
52.212-3, Offeror Representation and Certifications -Commercial Items.
