Tank-automotive and Armaments Command (TACOM) Sources Sought Market
Survey # 99005, dated 21 Apr 99, which requested submission of
information to support planning for the pending USMC Light Armored
Vehicle Command and Control (LAV-C2) Upgrade program. The purpose of
this announcement is to provide an update on the LAV-C2 acquisition
strategy so that contractors are aware of the Government's programmatic
intent. Currently, PM-LAV is collaborating with Navy Research
Laboratory, (NRL), Washington DC in the development of an Advanced
Technology Demonstrator (ATD) to assess communications technology
upgrades to the LAV-C2 variant. The ATD will use the communication
system being developed by NRL for the Army Airborne Command and Control
System (a2C2S) for the Blackhawk Helicopter, modified for use in the
LAV-C2. This technology consists of software re-programmable
multi-band, multi-mode, networked radios that provide a mobile and
flexible communications suite that will provide simultaneous voice and
data communications to the user. It provides advanced co-site
interference mitigation that includes active interference cancellation
and tunable antennas. Completion of the ATD is scheduled for
mid-November 99. PM-LAV will review the benefits that the ATD has
provided and will make an acquisition decision in Mid-January 00. If
the NRL ATD communications system meets USMC requirements, then PM-LAV
will acquire prototypes and conduct a Development/Operational Test
(DT/OT), which will be followed by a competitive solicitation for the
production of the NRL designed communication units and application to
USMC LAV-C2 vehicles, with a target RFP release date of Mar 2002. If
the ATD does not meet requirements, then PM-LAV will pursue a
competitive R & D program with target RFP release in Apr/May 00. PM-LAV
requests that all potential or interested firms refrain from submitting
questions until after the acquisition decision is reached in
Mid-January 00. Once an acquisition decision is reached in Mid-January,
all interested firms requiring additional information should submit
