Center, Huntsville, seeks to identify responsible potential sources and
obtain information in regards to acquiring utility services for Stephen
A. Douglas Armed Forces Reserve Center (AFRC), Salt Lake City, Utah, as
authorized by 10 U.S.C. 2304 and 10 U.S.C. 2688. This anticipated
procurement is to be for the privatization of the electric, natural
gas, potable water, domestic sewer, and storm sewer utility systems.
Any resulting solicitation is not intended to include the commodity
(electricity, natural gas, or water) and does not supplant existing
commodity contracts. Privatization is a process by which the Government
sells its utility systems to a private entity and contracts with the
entity to own, operate, maintain and improve the utility systems as
commercial systems. This would be accomplished with a utility service
type contract with an initial term of 10 years. SYNOPSIS: The electric
distribution system serves approximately 23 buildings throughout the
installation. It consists of approximately 0.8 miles of overhead (pole
line) primary and secondary distribution and approximately 0.5 miles
of underground primary and secondary distribution. The installation
receives electrical power at 4.16 kV from a Utah Power and Light step
down substation (750 kVA) located on the installation. The 4.16 kV
multi-grounded common neutral system consists of two feeders and a
combination of pole-mounted and pad-mounted transformers which step it
down at each building to utilization voltages of 240/120 volts
(1-phase), 208/120Y volts (3-phase), and 480/277Y volts (3-phase).
There are approximately a dozen street and area lights (a combination
of sodium vapor, mercury vapor lights and metal halide flood lights) on
the installation. The average peak demand for the last three years was
685 kW, with an average monthly usage of 20,774 kWh. The natural gas
distribution system serves approximately 14 buildings throughout the
installation. It consists of approximately 4,180 LF of pipe, ranging
from3/4" to 4" in diameter. The system consists primarily of Cast Iron
(CI) installed in the 1960's and /or Plastic-Coated Iron (PCI)
installed in or about 1983. There is no cathodic protection installed
for any part of the existing system. Firm requirements over a three
years period (1996-1998) averaged almost 357,000 therms per year. The
potable water system serves approximately 14 buildings. It consists of
approximately 8,275 LF of pipe, 28 main valves, 16 meters, and 12
hydrants. Water consumption for FY 96, FY 97, and FY 98 is 49,072,000
gallons, 39,414,000 gallons, and 31,994,000 gallons, respectively. The
potable water system was constructed in 1969. The domestic sewer
system consists of approximately 6,090 LF of pipe and 25 manholes.
There is no meter for sewage and the quantity of sewage is based on the
water consumption. The domestic sewer system was constructed in 1969.
The storm sewer system consists of approximately 8,400 LF of pipe
ranging from 12" to 30", and 41 manholes. The storm sewer system was
constructed in 1969. PROCEDURES: This request to interested parties is
for gathering information and is a required component and systematic
process to evaluate the interested parties under the utilities
privatization program. In order to minimize costs both to potentially
interested parties and the Government, this notice is being issued to
determine the interest and feasibility of proceeding with a formal
request for proposals. Should insufficient credible interest be
identified for this action, it is highly likely that no formal
solicitation will be issued. SHOULD INTEREST BE DETERMINED SUFFICIENT,
A FORMAL REQUEST FOR PROPOSALS MAY BE FORTHCOMING. Small Business
interests shall note the FAR Part 19, "Standard Industrial Codes (SIC)
and Size Standards", for the utility systems identified in this
announcement. Some, all, or any combination of the following SIC Codes
may apply: 4923, 4924, 4931, 4932, 4939, 4941, 4952, 4953, and/or
4959. Interested parties should provide a statement of interest (one
hard copy and a copy via e-mail) to the POC identified below. The
statement should not exceed 10 pages and should include, as a minimum,
the following information: (1) specific utility systems(s) of interest
and desired bundling/grouping of utilities to purchase; (2) experience
and capability in ownership, operation and maintenance of similar
utility systems; (3) financial capacity to purchase, expand and operate
the utility systems; (4) statement detailing the understanding of the
obligation to serve in regards to continuous utility service; and, (5)
business size (large, small, small-disadvantaged; Section 8(a);
women-owned, etc.). Any innovative and new conceptual ideas to achieve
