Fleet and Industrial Supply Center (FISC) Norfolk Detachment Philadelphia intends to acquire on a sole source basis pursuant to FAR 6.302-1, for Space and Naval Warfare Systems Center San Diego C4I Programs Office, Philadelphia, through full and open competition, staff technical field support specialist services which will be henceforth designated as "shipriders". The requirement is to support US aircraft carriers and other vessels while deployed. The services are for the support of installed systems, including installation checkout of the systems and related equipment. These systems include TAMPS, MDS, IPL, DPL, JSIPS-N, TMPC, and other command and control, intelligence, mission planning, and imagery processing systems. In addition, the services will cover systems maintenance and trouble-shooting of project-related equipment, including the MP LAN and operational MP training. In the performance of the required services, these shipriders will be aboard ship for extended periods from 14 days to 6 months.Because the nature of the new effort is closely tied to, and intermingled with, efforts being performed by Lockheed Martin Services Inc. under an existing contract, the Navy intends to process the acquisition on a sole source basis as a modification to the existing contract. The level of effort for the requirement is estimated to be 16,890 hours per year for three years, for a total level of effort of 50,670 hours. Performance is anticipated to begin on 1 Dec 99.
