Lewis, Contracting Officer, 202-426-0066, FAX 202-426-0178, e-mail: richard.lewis@pr.doe.gov On August 19, 1999, DOE issued a Sources Sought Notice/Market Survey in the Commerce Business Daily for a Non-Profit entity to support the Office of Initiatives for Proliferation Prevention (IPP) (NN-41) having confirmed tax-free status and in-country capability in Russia and the Ukraine, solely for the purpose of making payments to various institutes, scientists, engineers, and support staff working on non-military projects. Only one non-profit entity responded by submitting its statement of capabilities which, after evaluation by Program personnel was deemed to meet all the criteria required by the DOE for making tax-free payments and providing verification of payments to individual bank accounts. DOE intends to solicit a proposal and negotiate with the Civilian Research and Development Foundation (CRDF) for a sole source contract, DE-AC01-99NN40125, under the authority of Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The planned term will be for a one-year base period estimated to cost $600,000 with four, one-year options with expectations of reduced amounts for each out-year, estimated to cost less than $3,000,000 for the five-year effort. Due to the immediate need to have a support service contractor under contract supporting the IPP, it will be necessary to issue a letter contract prior to the end of fiscal year 1999, with definitization within 180 days of issuance of the letter contract.
