swoodard@CNS.gov. The Corporation for National Service (CNS) intends to
negotiate on a sole-source basis, with Consultants in Continual
Improvement (CICI) for the development of a 360-degree National Service
Leadership Survey. The requirement involves: (1) Developing a
360-degree multi-rater National Service Leadership Institute (NSLI)
Assessment Survey for Leaders and granting the Corporation a permanent,
unlimited license to use and reproduce the survey instrument; (2)
developing, with NSLI help, three beta-tests of the instrument, to be
administered to Corporation employees and grantees and/or NSLI alumni;
(3) developing a Leadership Development Notebook for use by national
service leaders in enhancing their competencies; (4) providing scoring
and report-preparation services for NSLI participants; and (5)
training NSLI trainers and affiliated faculty to provide survey
feedback to NSLI participants. This feedback would include explaining:
(a) the model and how it works; (b) how to read and use the feedback
report; (c)how to interpret the data in a coaching session; and (d) the
development planning process. CICI developed a 360-degree multi-rater
Assessment Survey Instrument for Executives, and it is expected that
much of the development work for this instrument will be used in
developing the 360-degree multi-rater Assessment Survey Instrument for
Leaders. In addition, this new instrument will be required to be
compatible with the same scoring hardware and software acquired for the
360-degree multi-rater Assessment Survey Instrument for Executives. The
proposed contract action is for supplies or services for which the
Government intends to negotiate with only one source under the
authority of FAR Part 13, Simplified Acquisition Procedures. Interested
persons may identify their interest and capability to respond to the
requirement or submit proposals. This notice of intent is not a request
for competitive proposals. However, all proposals received within
forty-five days after the date of publication of this synopsis will be
considered by the Government. A determination by the Government not to
compete this proposed contract based upon responses to this notice is
solely within the discretion of the Government. Information received
will normally be considered solely for the purpose of determining
