COMMERCE BUSINESS DAILY ISSUE OF SEPTEMBER 14,1999 PSA#2431A -- FY 2001 DUAL USE SCIENCE AND TECHNOLOGY PROGRAM THIS IS A SPECIAL
NOTICE TO ANNOUNCE PLANS FOR THE UPCOMING FY 2001 DU S&T PROGRAM- THIS
IS NOT A SOLICITATION FOR PROPOSALS. The Department of Defense (DOD)
announces plans for the FY 2001 Dual Use Science & Technology Program
(DU S&T). The DU S&T Program is a joint program sponsored and conducted
by the Army, Navy, and Air Force. The program provides industry an
opportunity to partner with the military services in the development of
new dual use technologies that have military relevance and potential
benefit (cost, performance or sustainability to defense systems), and
sufficient commercial applications to support a viable production base.
This is a 50/50 cost share program; therefore industry must bear at
least 50% of the cost. Approximately $60-75M of Federal funds will be
available to fund proposals, contingent upon receipt of the FY 2001
funding from Congress. Each of the Services is developing descriptive
topic areas identifying those areas of technology they wish to further
develop. A joint service Broad Agency Announcement (BAA) listing these
topic areas for the FY 2001 DU S&T Program is anticipated in January
2000. 2. The following schedule for this joint effort is anticipated:
January 2000 -- Release of the solicitation for the FY 2001DU S&T
Program; February 2000 -- Industry Investment Strategy Bidders'
Conference; February 2000 -- White Papers Due; April 2000 -- Proposals
Due. 3. The Industry Investment Strategy Bidders' Conference
addressing the topic areas for all three of the Services will be held
in February. This conference will provide industry the opportunity to
ask detailed questions about the DU S&T Program and to meet and discuss
with the Service technical managers the Services' technological needs.
This conference has been found to be extremely helpful when preparing
proposals in response to the solicitation. 4. The BAA and information
about the bidders' conference will be synopsized in the Commerce
Business Daily and publicized on the DoD Dual Use Science & Technology
web page http://www.dtic.mil/dust as it becomes available. 5. Air
Force Workshop: In addition, this year the Air Force will be
conducting, as a test case, a workshop to be held on November 9, 1999,
in Dayton, OH, to address the preliminary Air Force topics and solicit
industry input in the topic development process. Additional information
and registration for the workshop is available at

Feedback on the preliminary Air Force topics and any new ideas/topics
for Air Force consideration are welcome. Feedback from industry on the
acquisition process from previous years will also be considered to add
