COMMERCE BUSINESS DAILY ISSUE OF SEPTEMBER 14,1999 PSA#2431NOTICE OF INTENT TO NEGOTIATE/AWARD A CONTRACT FOR A/E SVCS. USING
OTHER THAN FULL AND OPEN COMPETITION The National Cemetery
Administration (NCA), hereby gives notice of its intent to negotiate an
Architect-Engineer contract with Huitt-Zollars, 3 Riverway, Suite 850,
Houston, TX 77056-1986, using other than full and open competition.
The authority for using other than full and open competition is 41
U.S.C. 253(c)(1). The contract will cover A/E services for completion
of items of correction under Project No. 851CM2017, Burial Area
Development, Houston National Cemetery, and includes: Design/surveying
related to road reconstruction; replacement of metal gravesite control
monuments with ones of concrete; and a boundary and topographic survey
of the entire 419-acre cemetery property. Huitt-Zollars is the A/E
firm that designed Project No. 851CM2017, and has intellectual
properties available to them from performance of their original
contract. Use of these intellectual properties to perform this
follow-on contract will prevent duplication of cost and effort by both
the A/E and Government that are not expected to be recovered through
competition. The justification for using other than full and open
competition required by Federal Acquisition Regulation (FAR) 6.303-1
has been prepared and is available for public inspection in accordance
with FAR 6.305. This is not a notice or request for competitive
proposals. Any proposal received within thirty (30) calendar days from
date of appearance this special notice in the printed edition of the
Commerce Business Daily will be considered by the Government. The FAR
