Synopsis/Solicitation for commercial services prepared in accordance
with the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and A WRITTEN
SOLICITATION WILL NOT BE ISSUED. The U.S. Army Engineering and Support
Center, Huntsville has a requirement for providing temporary housing
for 8 to 10 weeks in the Ogden, Utah area. This requirement is for 14
temporary apartments that will be occupied by government employees for
8 to 10 weeks or for the duration of the project. The Government's
current per diem rate is $65.00 per day, plus 11.4% sales tax. This
service shall commence on October 4, 1999. All apartments must have the
following accommodations; fully furnished, provide all houseware items,
laundry services, free local phone calls, utilities, parking, weekly
maid services, and be within the current Government per diem rate. The
solicitation number to refer to in response to this notice is
DACA87-99-Q-0160. This requirement is being issued as a Request for
Quotation using Simplified Acquisition Procedures under the Test
Program at Subpart 13.6. This requirement is being procured on an
unrestricted basis; no small business set aside is being considered.
This requirement contains one CLIN, in estimated quantities, for the
purpose of issuing a firm fixed price purchase order. FAR provision
52.212-1, Instruction to Offerors, applies to this solicitation with
the following addenda: (a) Delete; (b) Delete the text as written and
insert; Electronic submission of offers is permitted. ALL OFFERS MUST
BE RECEIVED BY THE 17TH DAY OF SEPTEMBER 1999 TO BE CONSIDERED TIMELY.
The Standard Industrial Classification Code for this solicitation is
6513 ($5.0M). Minimally, offers must include the solicitation number,
the name, address, telephone number, facsimile number, e-mail address,
if available, a point of contact, complete with official title and
voice telephone number, pricing directly correlating to the CLIN
contained herein, any prompt payment discount terms offered, a
statement indicating whether payments can be made by electronic funds
transfer and a complete copy of the representations and certifications
required at FAR 52.212-3. Further, offers must contain all commercial
terms, conditions and provisions under which the offeror conducts
business in the commercial marketplace. The Government intends to award
a contract to the responsible offeror whose offer conforming to the
solicitation will be the most advantageous to the Government, price and
price related factors considered. FAR Clause 52.212-5, Contract Terms
and Conditions Required to Implement Statutes of Executive Orders-
Commercial Items, applies to this acquisition, and specifically:
