(9) months after receipt of order. This proposed contract action is for
supplies for which the Government does not own specifications and
drawings to permit full and open competition. All responsible sources
may submit a proposal which will be considered by the agency. Authority
and Justification for other than full and open competition is 10 U.S.C.
2304(c)(1) and FAR 6.302-1, Only One Source or a Limited Number of
