E2020XT SAND SPREADER OR EQUAL: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued, fax quote to (501)987-8119. The request for quotation number is F03602-99-T0422. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-12. This acquisition is set-aside for small business. The standard industrial classification code of 3531 the business size standard is 750 employees. Award will be made by evaluating price and a technical evaluation with technical being significant more important than price. The item will be evaluated based on it ability to meet the user's performance requirement and the warranty provided. There are several provisions and clauses that apply to this acquisition. The first provision at FAR 52.212-1, Instructions to Offerors-Commercial Items, is applicable to this acquisition. There is an addendum to paragraph (h) in this provision. Only one award will be made as a result of this request for quotation. Provision 52.212-2, Evaluation-Commercial Items, is hereby incorporated with the following evaluation factors to be included in paragraph (a) in descending order of importance are: technical capability of item offered to meet government requirement, and price-price will be evaluated for reasonableness which will be determined through competition. Contractors will be solely responsible for obtaining amendments from the Internet and updating their files. DESCRIPTION OF PRODUCT: Nine foot E2020XT sand spreader with 82" wide body. Constructed of 10 gauge hopper and 7 gauge conveyor bottom panel and sills. Equipped with a "series type" hydraulic system with all hydraulic oil available to the spinner first, then all oil available to the spinner first, then all oil available to the conveyor motor. Conveyor speed direct function of the truck engine Rpm's and is synchronized to the ground speed while vehicle operates in same gear. System shut off in cab switch. 14" wide roller type conveyor chain with 38" x 1-1/2" cross bars. Conveyor driven by a 6:1 reduction spur gear drive with hi torque/low speed hydraulic motor. Fully enclosed hydraulic drive spinner with two internal deflectors, 20" diameter spinner disc including six bolt on hardened fins and a four section baffle all designed for complete control of material application. All components are double coated with a lead and chrome free plural component epoxy primer. Carbon steel (CS) dump body mounting kit and tailgate latching device. CS straight channel bar type bumper, CS hinged screens over hopper with 2-1/2" x 2-1/2" openings, inverted "V" that can be mounted in a fixed or a swinging position which protects the conveyor system, clearance lights and reflectors to comply with FMVSS 108, two 7" warning lights on top of the sanding unit. These spreaders are to be used for inclement weather. These spreaders are to be processed, adapted and installed on excising snow removal equipment (5 ton dump truck).
