This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This RFP document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-12, dated 06/17/99. SIC 3663, Radio and Television Broadcasting and Communications Equipment. The U. S. Information Agency's International Broadcasting Bureau (USIA/IBB) intends to negotiate on a sole-source basis with NVision, Inc. for the purchase of NVision's digital audio routing switcher components. These items are limited to the Original Equipment Manufacturer (OEM), NVision, Inc. The Government contemplates awarding a firm-fixed price contract as a result of RFP No. IA2102-S9234971-BJS. The contract will be effective for aperiod of one year from date of award. The basis for using "Other Than Full and Open Competition" for this procurement is 41 USC 253(c)(1) and FAR Subpart 6.302-1 (Only One Responsible Source and No Other Supplies or Services will satisfy Agency requirements). The electronic circuit assemblies required are proprietary to NVision, utilizing proprietary NVision application-specific integrated circuits and, therefore, are not available from any other source.
