This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Solicitation Number
DTMA4Q99001 is issued as a request for quotation. The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-13. This is a total small
business set-aside under Standard Industrial Classification Code 5063;
the size standard applicable is a maximum of 100 employees.
Description of requirement: three conductor, 250 MCM electric
submersible cable, 0-600 volts. This specification covers
multi-conductor cable insulated with EPR (ethylene propylene rubber)
and jacketed with Neoprene Hypalon. Conductors: The cable has to be
suitable for 0-600 volts operation in conduit, underground ducts,
submerge underwater service, aerially or directly buried, and suitable
for continuous operation with conductor temperatures of 90 degree
Centigrade in wet or dry location. The cable shall consist of 3
conductors that are sized at 250 MCM and shall have 37 strands per
conductor. The conductor shall be of soft copper and maybe coated with
tin or lead alloy meeting the requirements of ASTM specification B-33
and B-189. Insulation: The insulation shall consist of EPR (ethylene
propylene rubber), extruded concentrically over the conductor to a
minimum wall thickness of .090 inch. Circuit Identification of
conductors shall be as follows: Colored fibrous coverings in the form
of braid, serve or tape. NOTE: There will be no requirement for ground
conductor. The assembly of the multi-conductor cable shall be
accomplished by cabling together the required number of insulated
conductors with a suitable left-hand lay, in accordance with ICEA-NEMA
standard. Sufficient moisture resistant rubber filler shall be used in
the interstices to make the cable round. A binder of Kevlar or Mylar
reinforcement shall be applied overall. Jacket: Over the insulated
conductor assembly, there shall be applied an ozone resistant hypalon
jacket. The jacket shall be applied to a minimum thickness of 0.187
inch. And shall meet the requirements of ICEA-NEMA standard. Jacket
markings shall be marked as follows: type, size, number of conductors
and voltage rating. Test: The finish cables shall be tested in
accordance with and meets the requirements of ICEA-NEMA standard. Test
result shall be provided to the Contracting Officer Technical
Representative. Cable must be in continuous lengths of unbroken cable
but no less than 1,500 feet of cable per reel and a 0-5% reel
tolerance. Vendor to provide manufacturer's standard commercial limited
warranty guaranteeing the cable to be free of defects in material and
workmanship valid for a period of not less than one year. Quantity
required: 5,000 feet. The cable is to be delivered within 120 calendar
days following receipt of order FOB at Suisun Bay Reserve Fleet, 2595
Lake Herman Road, P.O. Box 318, Benicia, CA 94510. The provision at
FAR 42.212-1, Instructions to Offerors -- Commercial, applies to this
acquisition. The provision at FAR 52.212-2, Evaluation -- Commercial
Items, does not apply to this acquisition. Offers will be evaluated on
the basis of price alone. A completed copy of the provision 52.212-3,
Offeror Representations and Certifications -- Commercial Items, shall
be included with quotes (Fax requests for a copy of this provision to
Ms. Patricia Etridge at 415-744-2576). FAR 52-212-4, Contract Terms
and Conditions -- Commercial Items, applies to this acquisition. The
clause at FAR 52.212-5, Contract Terms and Conditions Required To

this acquisition. In addition, FAR 52.225-3, Buy American Act --
