for commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED.
Solicitation number NFC-99-Q-009 is issued as a request for quote and
incorporates the provisions and clauses in effect through Federal
Acquisition Circular 97-13. It is the contractor's responsibility to be
familiar with all-applicable clauses and provisions. Responsible
sources who are interested in this procurement may respond by providing
clear and convincing information that identifies their capabilities.
This acquisition will be 100% Small Business set asides. The Government
will award a Purchase Order resulting from this solicitation to the
responsible offeror that is most advantageous to the government. The
following factors will be evaluated: price, past performance and
delivery schedule in compliance with the requirements of this
solicitation all the referenced clauses with price being the most
significant factor. The Standard Industrial Classification code (SIC)
is 7372 and the Small Business Size Standard is $18.0. The objective of
the request for quote is to acquire, install and maintain software that
will allow NFC to resume processing for DB2 batch programs from a
logical midpoint in the event the job abends versus having to restart
processing from the beginning. This would also reduce CPU utilization.
The contractor shall provide Y2K certification statement. The Restart
Software for DB2 must meet the following specifications: (1) Provide
capability for batch DB2 COBOL programs to resume processing from the
last successful commit prior to a failure. Processing must resume
without loss of data. (2) Working storage must be restored to its
condition at the last successful commit when processing is resumed. (3)
All files must be repositioned so that they are synchronized with the
database at the last successful commit when processing is resumed. (4)
Must provide capability to restart jobs without JCL changes. (5) Must
provide an online facility to monitor status of jobs using the
checkpoint facility. (6) Must operate on IBM 9672 model computers under
IBM OS/390 V1 R2, IBM 9672 Model R56 and IBM 9672 Model R65. (7) Must
interface with Computer Associates Top Secret 5, (8) Must interface
with IBM DB2 Version 4 and higher. (9) Must interface with IBM CICS
4.1. (10) Must interface with IBM COBOL II Release 4. (11) Must operate
in a Parallel SYSPLEX Environment. The vendor shall offer alternative
product license acquisition pricing plans, as available (i.e., lease,
purchase, machine based, site license, MIP-based, other). The vendor
shall offer alternative product maintenance pricing plan, as available
(i.e., 7x24 2 hour response time to trouble call, 5x8 2 hour response
time to trouble call, hot-line support, other). The vendor shall
provide a description of warranty terms, conditions, and period. The
product shall be delivered to the National Finance Center on or before
October 1, 1999. The product warranty period will be expected to
commence on that date. Delivery prior to October 1, 1999 is acceptable
in as much as the vendor provides a warranty start grace period for
installation and testing which covers the time from delivery to October
1, 1999. Software shall be delivered to United States Department of
Agriculture (USDA), National Finance Center, 13800 Old Gentilly Road,
New Orleans, LA 70129. The FAR provisions at 52.212.1, Instructions to
Offerors- Commercial Items; and 52..212-2, Evaluation-Commercial Items
apply. Also, include a completed copy of the provision at 52.212-3,
Offeror Representations and Certification- Commercial Items shall be
completed and provided with the proposal. Additionally, the FAR clauses
52.212-4 Contract Terms and Conditions pertains to this acquisition.
