Standard The government intends to procure on a sole source basis to
Woods Hole Oceanographic Institution Marine Mammal Auditory Systems.
This is a combined synopsis/solicitation prepared in accordance with
the format in the Federal Acquisition Regulation, supplemented with
information included in this notice. This solicitation incorporates
provisions and clauses that are applicable and in effect through the
current Federal Acquisition Circular (FAC) and the Defense Acquisition
Circular. It is the contractors responsibility to be familiar with all
applicable clauses and provisions. No RFQ will be prepared or made
available. While price will be a significant factor in the evaluation
of offers, the final contract award will be based on technically
acceptable low bids. "Note 22 applies, however, all offers received
within 7 days (in lieu of 45 days) after date of publication of

Models of cetacean (dolphin & whale) hearing needed to understand
exposure to DOD generated sounds. Anatomical analysis of ear structures
is central to model development. This purchase covers the technical
support services required to perform sensorineural analyses of cetacean
ears as it contributes to understanding the relationship between sound
frequency-intensity combination & auditory capability. Provide
technical support for the examination of CT scans & MRI scans of
various dolphin & whale hearing structures to determine anatomical
design & function; includes but not limited to: perform 3D
reconstruction of sectional data from dolphins & whales, manipulate
CT/MRI files, assist with laboratory technical work, including
statistical analyses, graphics, production & manuscript preparation.

Description: for the examination of histological preparations of
various dolphin & whale hearing structures to determine anatomical
design & function.;includes but not limited to: performing a full suite
of temporal bone processing on marine mammal ears, from decalcification
thru celloidin embedding, sectioning, and staining; light microscopy
and Tuneling Electron Microscopy studies with anatomical measurements
& micro-photography of inner ear structures, as well as general
laboratory duties, such as assistance in preparing publications &
literature searches.Personnel Qualifications:Familiarity/experience in
four (4) areas is required: 1)direct of coursework experience with
marine mammal dissection & anatomy, particularly whale head anatomy;
2)familiarity w/biomedical imaging & manipulation of file formats from
Siemens, GE CT & MRI machines; 3) Direct work experience w/ the
ANALYZE program form Mayo Clinic or an equal reconstruction pkg.
Computer skills include ability to use Macintosh & 3D reconstuction
pkgs on SGI & Sun workstations. 4) Three (3) yrs experience in
histology or morphometry & and least two (2) yrs experience in a lab
environment, including direct work w/terrestrial & marine mammal
temporal bone processing are imperative. Familiarity with other sensory
systems & willingness to assist with tissue extraction. Interested
