The Bureau of Reclamation intends to negotiate on a sole source basis
with Digital Technology Associates, Inc. to acquire five Guralp
CMG-DM24/3 Digitizer Module Caps, seven Guralp CMG-Dm16-S8 Surface
Digitizing Modules with GPS satellite time code receivers, and four
Combiner-Repeater Modules for use in earthquake monitoring studies. The
digitizer caps will be installed directly on top of the Guralp CMG-40T
broadband velocity three-component seismometers to fit into the Bureau
of Reclamation's existing standard seismometer vault systems. The
digitizing caps must have a waterproof fit to the seismometer and must
be capable of providing regulated +12V and -12V power to the
seismometer. The digitizer must provide interfaces and software to
accomplish precision time keeping with a GPS receiver to an accuracy of
10 ms or better and provide 4MB of memory storage to stage data for
uploading. The digitizers will provide 24-bit sampling of the
seismometer signals, event triggering capability, electronic signals to
center the seismometer masses, and perform 24-bit digitizing of the
three differential 10V peak signal outputs of the seismometer and a 115
kbaud serial interface and firmware to provide a packet protocol data
stream compatible with the Windows 95/NT Scream and Earthworm seismic
interface and processing software packages. The firmware must support
digitizing at sample rates of 1 sample/s to 100 samples/s. The
Government believes that only one responsible source can provide the
supplies that will satisfy the agency requirements. A Justification for
Other than Full and Open Competition has been prepared in support of
this acquisition. Firms that can provide the required items described
above are encouraged to identify themselves and give written
notification to the Bureau of Reclamation. This notice is not a request
for competitive quotes. All responses received within 5 days of the
date of publication of this synopsis will be considered by the
Government. A determination by the Government not to compete this
proposed action based on responses to this notice is within the
discretion of the Government. Information received will be considered
solely for the purpose of determining whether to conduct a competitive
