The Army Materiel Command Acquisition Center (AMCAC), Aberdeen Proving
Ground, MD, is soliciting concepts for innovative research and
development projects for the U.S. Special Operations Command (USSOCOM),
which represents the United States Department of Defense capability to
train and equip Special Operations Forces (SOF). This announcement is
intended to cover the broad spectrum of SOF objectives for new systems
development. This Broad Agency Announcement (BAA) contains five topic
areas, as follows: Topic Area 1 Land, Sea and Air Mobility; Topic Area
2 Command, Control, Communications, Computers and Intelligence; Topic
Area 3 SOF Weapons and Munitions; Topic Area 4 Sustainment and Soldier
Systems; and Topic Area 5 Technology Opportunities for Special
Operations Forces. The AMCAC is the procuring office for this BAA. The
information in this announcement, along with the BAA package (that
potential offerors must request from the AMCAC), constitutes a
solicitation of concepts from those offerors capable of satisfying the
government's needs. The government encourages non-profit
organizations, educational institutions, small businesses, small
disadvantaged businesses, government laboratories, and HBCU/MIs, as
well as large businesses, to submit research concepts for
consideration. The BAA selection process will depend on which topic
area is being proposed under. For Topic Areas 1 through 4, full
proposals, as described in the BAA package, shall be due 45 calendar
days from the issuance date of the BAA package. For Topic Area 5, quad
charts, as described in the BAA package, shall be due anytime up to
one year from the issuance date of the BAA package. For Topic Area 5,
should the government favorably evaluate the quad chart, those offerors
will be invited to submit full proposals. The specific due dates are
not identified in this announcement, because they are dates dependent
on the release of the BAA package itself. Proposals received earlier
than the due dates will be accepted. It is anticipated that the BAA
package will be released around 30 September 1999. Offerors will not be
able to review the BAA package until it is posted on the website
identified below. The BAA package itself, DAAD05-99-T-1819, describes
the full process for concept submission and government evaluation. This
BAA package will be available no earlier than 15 days from the date of
this announcement. BAA packages may be obtained over the internet at
