Center, Dahlgren Division (NSWCDD) is requesting information on a Joint
Interface Control Officer (JICO) Support System. The JICO Support
System shall be an automated tool set that interfaces with existing
tactical systems, providing the means to manage all aspects of the
Multi-TADIL Architecture (MTA). The JICO Support System shall be
designed to develop and administer Multi-TADIL architectures consisting
of TADIL A, B, C, J, NATO Link-1, ATDL-1, IJMS etc. The System shall
also be ultimately expandable so as not to preclude the inclusion of
any new data links to be introduced in the future. The ultimate system
shall include the following Planning and Execution Functions: Act as
data repository to aid in the gathering of data and information related
to the Multi-TADIL architecture. Plan or develop the Multi-TADIL
architecture including preplanned contingency responses. Test the
Multi-TADIL architecture and preplanned responses. Develop and submit
the OPTASK Link in accordance with current versions of CJCS Manual
6120.01 (JMTOP) and MIL-STD 6040 (USMTF). Develop guidance for
execution of the Multi-TADIL architecture. Conduct Dynamic Re-planning.
Initiate the Multi-TADIL Network(s) and associated voice circuit(s).
Manage the Multi-TADIL network(s) and associated voice circuit(s)
including specific monitoring of network parameters and performance
characteristics. Modify the Multi-TADIL network(s) as required
including implementation of preplanned responses. Assist in conducting
post operation procedures. The ultimate functionality will be defined
in a JICO Support System requirement specification currently being
developed and due to be completed in mid-FY2000. One of the precursors
to this specification is the final draft of the JSWEG Task Analysis
for the Joint Interface Control Officer (JICO) submitted in July of
1998. (See related files at

specification will be a set of Operational Sequence Diagrams, currently
being developed (available at a date TBD). Neither of these documents
should be relied on as representing the final functionality and
performance required by the specification but should be used as
reference information only. Responses should differentiate capabilities
of current systems from those under development and should expound on
any expertise possessed by the submitting source to expand or develop
a system that would meet the ultimate requirements. This information
includes sources, contract vehicles, technical information and
approximate cost of government-off-the shelf and commercial-off-the
shelf products that can meet the requirements. NO SOLICITATION EXISTS
AT THIS TIME. This request is for information only. This inquiry is
intended to identify likely commercial products that will fill part or
all of the requirements for the JICO Support System and obtain a
summary of each product/company's capabilities. As industry may expect
to see portions of submitted information in future solicitations, no
proprietary information may be submitted. Technical questions in regard
