Contracting Command at Fort Hood, Texas, has a requirement for the
servicing of 17 Reefer Vans on the installation. This is a combined
synopsis/solicitation for commercial services prepared in accordance
with the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes as
the solicitation; quotes are being requested and A WRITTEN SOLICITATION
WILL NOT BE ISSUED. The solicitation number to refer to in response to
this notice is W45CKX-9244-N020. This requirement is being issued as
a Request for Quotation using Simplified Acquisition Procedures for
commercial items. This solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-12. This requirement is 100% set aside for small business.
The Standard Industrial Classification Code for this solicitation is
7623 ($5M). This requirement contains one CLIN for the purpose of
issuing an unpriced purchase order: CLIN 0001 -- Service, 17 each
Reefer Vans. The Contractor shall provide all labor, equipment,
materials, tools, and supervision necessary to restore stored Reefer
Vans to fully operation condition. A site visit is scheduled for 20
September 1999 at 9:30 am Central Standard Time. Site Visit will
commence at Contracting Command, Bldg 1001 on the above date and time.
Interested Firms planning to attend are required to notify Cheryl
Hodge-Snead at 254-287-6347 no later than 17 September 1999 at 3:00 pm
Central Standard Time. The service shall commence on 30 September
1999. FAR provision 52.212-1, Instructions to Offerors, applies to this
solicitation with the following addenda: (a) Delete; (b) Delete the
text as written and insert: Electronic submission of Offers is
permitted. All offers must be received by the 24th day of September
1999 to be considered timely. Offers may be submitted to the e-mail
address listed above. Minimally, offers must include the solicitation
number, the name, address, telephone number, facsimile number, e-mail
address, if available, a point of contact, complete with official title
and voice telephone number, pricing directly correlating to the CLIN
contained herein, methodology of providing service, any prompt payment
discount terms offered, a statement indicating whether payments can be
made by electronic funds transfer or Government VISA credit card, and
a completed copy of the certifications and representations required at
FAR 52.212-3. Further, offers must contain all commercial terms,
conditions and provisions under which the offeror conducts business in
the commercial marketplace, and warranty terms and conditions. Offers
that fail to furnish required representation or information, or reject
the terms and conditions of this solicitation may be excluded from
consideration; (d) Delete; (e) Delete; (h) Delete; (I) Delete. FAR
provision 52.212-2, Evaluation-Commercial Items is not included in this
solicitation. The Government intends to award a contract to the
responsible offeror whose offer conforming to the solicitation will be
the most advantageous to the Government, price and price related
factors considered. All Offerors must submit a completed copy of FAR
provision 52.212-3, Offeror Representations and Certifications with its

U.S.C. 10a-10d, E.O. 10582). Blanket Wage Determination Number 94-2523,
Revision No. 10, dated 06 September 1999 applies to this geographical
area. FAR Clause 52.232-18 Availability of Funds (Apr 1984), applies to
this acquisition, and reads: Funds are not presently available for this
contract. The Government's obligation under this contract is contingent
upon the availability of appropriated funds from which payment for
contract purposes can be made. No legal liability on the part of the
Government for any payment may arise until funds are made available to
the Contracting Officer for this contract and until the Contractor
receivesnotice of such availability, to be confirmed in writing by the
