Statement of work. 1. Description of services. The contractor shall provide all management, tools, supplies, equipment, and labor necessary to maintain and repair the elevators at Edwards AFB CA in a manner that will ensure continuous and safe operation. Mai ntenance services. The contractor shall perform, on each scheduled service visit, inspections of all elevators. 1.1.1. The contractor shall perform preventive maintenance during each scheduled monthly and/or quarterly inspection to ensure reliable and continuous safe operation. The maintenance work shall be in accordance with commercial practices or manufacturer's specifications, and shall be intended to maintain the elevators in safe and reliable operating condition until the next scheduled maintenance.1.1.2. The contractor shall prepare and submit a written report within two business days of the scheduled monthly orquarterly inspection. The report shall identify each elevator, location, maintenance performed, repairs needed, date of inspection, name of inspector, and overall condition of the elevator. 1.2. Repair service calls. 1.2.1. Routine Calls. The contracting officer or designated representative will notify the contractor of repairs to be made from the inspection report or service call. The contractor shall survey the repair and provide to base contracting an estimated time to repair and cost of repairs. The contractor shall commence repair work after notification from the contracting office. All repair work shall be in accordance with normal commercial practices using parts specified by the elevator manufacturer or items of equal or better quality. Downtime of elevators will be kept to an absolute minimum. The contractor must notify the customer of all projected downtime and estimated time for repair. The contractor shall prepare and submit a written report within two business days after the routine repairs are completed. The report shall include date and time of the service call, location of the elevator, repairs performed, and name of the technician performing the repairs. 1.2.2. Emergency Calls. The contractor shall respond to emergency repair calls within two hours after notification during normal business hours and within two hours after notification at times other than normal business hours. The contractor shall prepare and submit a written report within two business days after the emergency repair. The report shall include date and time of the service call, location of the elevator, repairs performed, and name of the technician performing the repairs. 2. Service delivery summary. Performance Objective: Perform preventive ma intenance. Performance Threshold: Elevators are fully operational. Performance Objective: Repair service calls. Performance Threshold: Repairs are made in a timely manner; Customers are informed of expected repair time. Performance Objective: Emergency calls. Performance Threshold: Response and repair is made within the specified time. Performance Objective: Submit maintenance and repair reports. Performance Threshold: Accurate reports are delivered within two business days. 3. Government furnished services: None. 4. General information. 4.1. Standards. Elevator maintenance and repair services must conform to all applicable standards and codes. These include, but are not limited to ANSI/ASME A17-Safety Code for Elevators, Dumbwaiters, Escalators, and Moving Walks; U.S.C. Title 42, 126, III-Americans With Disabilities Act of 1990; State Codes such as: California Elevator Safety Construction Code (Title 24, Part 7, 1995); Building and Equipment Standards and Specifications such as: ASME QEI-1-1993-Qualification of Elevator Inspectors; ISO 4101:1983-Drawn Steel Wire for Elevator Ropes; OSHA Standards (29 CFR) 1917.116-Elevators and Escalators; Local and State Building Codes. 4.2. Quality control. Contractor shall develop and maintain a quality program to ensure maintenance and repair services areperformed in accordance with ANSI/ASME A17 and other applicable standards and codes. The contractor shall develop and implement procedures to identify and prevent defective services from recurring. As a minimum, the contractor shall develop quality control procedures that address the areas identified in the Service Delivery Summary. 4.3. Quality assurance. The government will periodically evaluate the contractor's performance by appointing a representative to monitor performance to ensure services are received. The government representative will evaluate the contractor's performance through intermittent on-site inspections of the contractor's quality control program and receipt of customer complaints. The government may inspect each task as completed or increase the number of quality control inspections if appropriate because of repeated failures discovered during quality control inspections or because of repeated customer complaints. The government may decrease the number of quality control inspections if performance dictates. The government will als o investigate complaints from customers on the installation. The government representative shall make final determination of the validity of customer complaints. 4.4. Hours of operation. The hours of operation are 7:00-4:00, Monday-Friday except holidays. 4.5. Security requirements. The contractor and employees must obtain an Edwards Air Force Base flight line badge and/or have their names put on the access list to that area they will be working. 4.6 Special Qualifications. Contractor personnel shall be certified by appropriate federal and state regulatory agencies to meet federal and local certification requirements in maintenance of elevators. 5. Workload Summary: Inspect and test elevators 31 ea; Number of Passenger 20 ea; Number of Freight 10 ea; Number of Handicap 1 ea; Estimated number of repair service calls 360 ea; Estimated number of emergency repair calls 32 hours. FAR provision 52.212-1, Instructions to Offerors-Commercial applies. Offerors must include a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Items and DFARS 252.212-7000, Offeror Representation and Certifications-Commercial Items. FAR clause 52.212-4, Con tract Terms and Conditions-Commercial Items, applies. Addenda: The Over and Above CLIN permits the Government and the contractor to negotiate parts which are within the general scope of the purchase order but are not specifically identified and priced, necessary to make repairs or prevent malfunctions. The following procedures will be followed: If, during maintenance/repairs, the contractor recommends replacement of parts, the contractor will submit a work order request to the QAE recommending parts required to complete repairs. The QAE will evaluate the request and will approve/disapprove up to $2,500.00. If the request exceeds $2,500.00, it will be routed to the Contracting Officer for approval. The contractor shall not proceed until the work order has been approved. Parts will be priced based on established market prices, less most favored customer discounts, excluding handling charges, and shall be supported by supplier invoices. Contractor invoices shall contain copies of supplier invoices for parts approved by the QAE or the contracting officer for payment. If the government and the contractor fail to negotiate a fair and reasonable price for the required parts, the government may use other means to obtain the parts.
