Quotations must be 15 pages or less. Quotation in excess of 15 pages
will not be considered. Quotations must be received by 4 P.M. (MST),
9/22/99, in the Helena office. Quotations received after 4 P.M. on
9/22/99 will not be considered. Scope of Work for Technical Assistance
FY'2000 Purpose This requirement will be performed at the Confederated
Alish & Kootenai Tribe, Division of Environment Protection, Air Quality
Program, P.O. Box 278, Pablo, MT 59855-0278. The contractor shall: 1.
Procure, and both pre- and post-sample weigh, PM-10 filters collected
by Tribal personnel. Requirements include supplying data forms,
envelopes, and postage to the Tribe on a quarterly basis. EPA Region 8
will provide all filters. It is not necessary to refrigerate filters
to preserve volatiles. 2. Contact Tribe and/or project officer when
filters or data are incomplete, and provide recommendations for
correcting the problems. Whenever correction necessitates an unbudgeted
trip or a large expenditure in technical assistance, contractor shall
contact the project officer for prior approval in order to avoid cost
overruns. The data validity/completeness requirement is 75% for each
calendar quarter. Data validity/completeness between 75-100% is an
excellent goal encouraged by the Montana Office. The contractor will
monitor data validity/completeness during each quarter by ensuring
receipt of filters on a minimum of a biweekly basis, or receipt of data
download disks on a monthly basis. The contractor will notify the
project officer regarding problems identified with data
validity/completeness. 3. Analyze and report PM-10 and meteorological
data to the Tribe and EPA through quarterly reports to be received no
later than 8 weeks after the end of each calendar quarter. One (1)
copy, each, should be sent to the Tribal contact, the project officer,
and directly to the EPA Technical Assistance Team. Reports must be
double-sided, and shall outline the monitoring network, the period
covered by the report, and activities performed under the contract. As
a quality assurance step, the contractor will provide a certification
of acceptance for the data submitted in the quarterly report. The
certification will be sent with the quarterly report to the Tribal
contact. 4. Detail the circumstances for all periods of missing data to
assist the project officer in taking appropriate followup. Be brief,
but as specific as possible. Avoid generic statements which do not
assist with followup, such as "Filter not collected". Instead, provide
the circumstances whenever possible, such as "Personnel unavailable to
collect filter... Winter weather prevented filter collection... Tribe
has not provided details... etc". 5. Verify that all data collection
addresses all parameters needed for input into the national AIRS
database. Prior to input of data into AIRS, the contractor must receive
a certification signed by the tribal quality assurance officer
approving quarterly data. 6. Input all ambient air monitoring data,
precision and accuracy data, all valid (precision) data pairs in AIRS
format on a disk provided by the EPA Technical Assistance Team. Return
the disk to the Technical Assistance Team for inclusion in the
national AIRS database within 60 days of the end of each quarter. 7.
Track information on all filters which have been voided. 8. Ensure
during each quarter that all monitors remain on correct sampling
schedules. Ensure that meteorological equipment is working properly.
Repair equipment on an as needed basis, and only after receiving
approval from the project officer for materials exceeding $50.00. All
spare and replacement parts will be reimbursed at cost plus 15% for
procurement costs. 9. Conduct a one-point flow (accuracy) audit on
oneor two PM-10 samplers every quarter on the Tribal network. Ensure
that every sampler is audited once per year. Conduct audits according
to the requirements of 40 CFR Part 58, Appendix 3.4.1 [See guidance in
Redbook Section 2.11.7]. 10. Provide technical guidance and
supervision to Tribal technicians conducting calibrations. On a
quarterly basis, ensure that Tribal technicians can perform
calibrations by visually observing calibration procedures. 11. Install
PM-10 samplers, meteorological towers, and monitoring stations support
equipment where needed, and as specified by the Tribe and project
officer. 12. Provide on-site training and technical assistance to
Tribal technicians, as needed. For additional and unbudgeted training
and assistance, contractor shall contact the project officer for prior
approval. 13. Anticipated problems and/or needed changes in this scope
of work shall be communicated in writing to the project officer as soon
as it is reasonably possible to do so in order to maximize the
opportunityfor successful resolution. 14. Provide on-site training and
technical assistance in writing, reviewing, and implementing the
Quality Assurance Project Plan (QAPP). To ensure data validity, the
contractor shall conduct periodic reviews to ensure that the QAPP is
