Question: SOW Paragraph 3.4 states, "The contractor shall maintain, improve, update, and redesign as required, a library information retrieval system using DATATREK." To what degree do you anticipate computer-programming skills will be required? The personnel skills required by the SOW make mention of software capability. Is it expected that the contractor will make modifications to the system? Answer: No computer programming skills are required. The contractor will have to have knowledge in using the DATATREK software. It is not expected that the contractor will make modifications to the system. Question: SOW Paragraph 3.5 states in part, "The contractor shall maintain a system of accountability ", and From this system provide reports, etc." Will the contractor be required to provide a computer system and software on side to support this requirement? Answer: The computer system and software will be provided byTACTRAGRUPAC. Question: SOW Paragraph 3.18 states in part, "Working hours, -- two full time persons, -- -and 9.5 hour day." May contractor personnel alternate lunch periods, or does a two-man rule apply? May start and stop hours be different for each of the contractor personnel to allow the TPL to be staffed during all regular working hours (9.5 hrs)? Does the TP close during lunchtime? What time and for how long does TACTRAGRUPAC break for lunch? Answer: Delete and amend statement of work paragraph .18: " and one full-time (eight hours per day) Library Technician" Contractor personnel can alternate lunch hours as long as the library is manned. The only requirement for the contractor is that the library be manned during working hours as specified in the contract. The library does not close during Lunch time. TACTRAGRUPAC lunch break is for one hour (1100-1200 or 1200-1300). The contract will be covered under the Contract Service Act and the following clauses will apply: FAR 52.222-41 Service ContractAct of 1965, as Amended., 52.222-43 Fair Labor Standards Act and Service Contract Act Price Adjustment (Multiple Year and Option Contracts).
