SERVICES FOR MARINE CORPS BASE CAMP PENDLETON, CA (N68711-99-R-6670)
The Southwest Division, Naval Facilities Engineering Command
(SOUTHWESTNAVFACENGCOM), Contracts Department, is hereby soliciting
interested Industry representatives to participate in an Industry Forum
for sources to provide facilities maintenance and utilities services at
Marine Corps Base, Camp Pendleton, CA. The forum is scheduled for 6
October 1999, from 9 AM to 12 PM in the Marine Corps Base Camp
Pendleton Training Center (Base Theater), Building 1330, Camp
Pendleton, CA, 92055. In accordance with OMB Circular A-76, a cost
comparison to determine the feasibility and economy of converting the
facilities maintenance and utilities services performed by Government
Personnel to contract performance is being conducted. A contract will
not be awarded unless the costs of contracting are lower than the costs
of continued Government performance by a factor equal to or greater
than ten percent of the government's personnel costs. Government
personnel adversely affected by conversion of Government performed
services to contract have Right of First Refusal for jobs for which
they are qualified. The following facilities maintenance and utilities
services are included in the A-76 study: grounds and surfaced areas,
pest management, heating plants and systems-small plants, air
conditioning and refrigeration plants, other installation services
(facilities services not covered by specific codes to include facilites
maintenance dept., public works, facilities resource management,
billeting), building and structures (family housing), building and
structures (other than family housing), utilities (electrical plants,
heating/steam plants, water plants, sewage and waste water plants). The
utilities maintenance function is concurrently being reviewed under the
Utilities Privatization initiative. The intent of the Industry Forum is
to receive Industry input on common business practices for facilities
maintenance and utilities related services, contract structure,
benchmarking, and perceived impediments to a successful A-76
competition. Also of great interest is industry's perception of the
potential impact of the Utilities Privatization initiative on the A-76
study. The Government is soliciting industry's suggestions on how to
structure the contracting vehicle so that it takes into consideration
the utilities services which may eventually be privatized. Government
representatives are currently scheduled to provide briefings on the
following tentative topics: (1) Competitive Sourcing (A-76) Overview
(2) Camp Pendleton Facilities Maintenance Department Overview (3)
Contracting Methodology (4) Utilities Maintenance (5) Question/Answer

The request must include the company name, address, phone number, fax
number, e-mail address, business status (small business or large
business), company role (prime or subcontractor), list of attendees,
and proposed topics for discussion. Industry representatives are
encouraged to provide comments regarding how the Government can best
package the work for solicitation to achieve maximum savings and value
